16The first severe snow storms of the winter which have occured during the past few weeks have called attention to the laws which are in force in this state for the preservation of the wild birds and the commissioners of birds are now directing special notice to the paragraph which is added to the abstracts of the game laws for distribution about the state requesting the I public to feed the birds There are I many persons who do this and in the way the birds respond to the treat there is ample cause for satisfaction The food may be placed for the birds wherever they are seen feeding and their haunts may easily be learned Its is to be hoped that the bIrds will not i be forgotten or their regular I supply of food cut off All birds plume song and insectivorous alike are in danger of extermination by cold and hunger A small supply of grain table scraps of the sweepings from hay mows will do much to relieve their distress while pieces of meat or suet hucg on trees will be eaten by carnivarous birds In the feeding of birds it is a great advantage to begin before the severe weather sets in so that they may become accustomed to the places where food will be found and more readily return there when in need In cities bread crumbs on the window sills will collect the birds Rockefellers Flittings Mr Rockefellers fittings as told by the newspapers have been an interesting tale The papers have had him all over the country and indeed all parts of the habitable globe Some of the telegrams had him flying from town to town and none have been more entertaining than Mr Rockefeller to flit from pillar to post and finds the air full of pursuers imaginary and real And yet what example of the majesty of the law it affordsthat a mighty man of wealth fears a few slips cf paper that in the name of the law commands him to be present somewhere at some time I New York City Bonds The bonds of the city of New York are no longer the head of the procession as the solid stable leaders ot municipal securities commanding the highest price from eager and numerous buyers and her fours do not bring as much as they did a few years back The city is now paying a higher rate than it ever has been compelled to pay since consolidation and Irate will probably increase as the I prices of the bonds decline The truth is the city of New York great New York as it proudly calls Itself is spending money very lavishly and its financiers are figuring nervously and eagerly all the while at the borrowing capacity of the municipality and when it shows a large increase there is great joy in the ranks of the officials for they are then able to figure large additional expenditures An increase of rateables has put in the power it is thought of the municipal authorities to issue bonds sufficient to build a new subway and so we have new buildings ad libitum new avenues new streets and new expenditure in every direction The city is flourishing that is certain but Its tax rate is high and there is every prospect of its Increasing And there is not a club or society or organization that attends to city matters that is protecting against expenditures Though the citys credit is most assuredly damaged by heavy expenditure it will still be further damaged I if the present municipal ownership I idea is put forward I The Teddy Bear Fad I This is an age of fads The latest one is the Teddybear fad Fashionable women in this city are to be seen riding about in their carriages or automobiles carrying one of these lumps cf stuffed cloth in their arms Their former favorite the poodle dog has had his day and he must now give way to his successor As for them carrying that precious handwork of the almighty a laughing child with heavens blue in its eyes and angelic smiles on its face and a heart full of love and devotion that is out of the question It can be consigned to the slums and ash barrels or orphans home but they must have their poodle dog or Teddybear There are homes where no child voices ring and it is nobodys fault but the woman whose heart throbs responsively aphe rubs the cold nose of a pug dog against her face and is satisfied is only better than the other who sits in her carriage hugging a Teddybear while some of the most lovable little bundles of human possibilities are being raised like little children in a patent brooder at public expense Every sensible soul revolts at this condition of modern society for the poor pinched starved children in this city who have been ousted by the pug dog and Ted dybear still continue to suffer Looking at the whole question and analyzing it as it appears to us we can only say that a womans love never reaches its possibilities where it is content to turn away from motherhood of some kind to expend Itself on a poodle or an inanimate bundle of stuffed rags Ravages of Disease The demand that the Health Board shall change its methods and take some real steps towards checking the ravages of consumption in this city by destroying the tuberculosis germs in the milk brought here every day is commencing to bear fruit Dr Darlington the president of the Health Board estimates that there are 300000 tuberculosis cattle in this state while only about oneeight of the milk is pasteurized or sterilized It is admitted by the authorities that milk has been labelled as pasteurized when it was never treated According to the best experts on pasteurizilization germs are not at all destroyed until the milk is subjected to a temperature of 165 degrees for at least twenty minutes Samples of milk taken from stores recently have frequently shown 1000000 germs to the quart Dr Park the Health Boards bacteriologist has announced that no germfree milk is sold in New York and that the sooner some real steps are taken to the Birmingham Age Herald as follows With native material supplied by its cabbage palms its wire grasses its pine straw and various palmetto products it is surprising to be told by St Augustine shopkeepers that the I finished example of palmetto work is I made in the north and sent back to I Florida where it meets with many purchasers among the northern tourists In the curio shops there is a great deal of palmetto work to be seen very beautiful designs in closely woven baskets and boxes The smallest palmetto baskets retail at 1 and the prices range according to size and design In a Spanish shop here are to be found some of the most exquisite examples of the palmetto idustry but the native material was first shipped north where its possibilities wer appreciated and its practical use shown in the making of baskets In a small shop in St George street palmetto hats made by native women are sold at reasonable prices but as an industry which could be made beautiful practical and remunerative the native Florida products have not yet been utilized to their I I best advantage The practical use of the Florida Palmetto and grasses was seen at me recent exhibition made by the classes of Mabel Rindell who held an exhibition at the Alcazar the work representing that done in her studio of arts and crafts at No 42 west Adams street Jacksonville and also of the manual training classes of the Jacksonville public schools and of Miss I Jacobis school 2123 West Adams street Jacksonville all of which are I I instructed by Miss Rindell As illustrative of the possibilities of the native products Miss Rindell exhibited numerous examples developed from the bark of the cabbage palmetto which grows luxuriantly in I this state The inner bark of the palmetto technically called bast bark is used in the making of baskets i The fibre is durable and adaptive In her work Miss Rindell has util I ized various palmetto products wire grass and pine straw Her pupils I have adapted these materials to such artistic purposes as to start an industry that will eventually be taken hold of and be more widely developed Miss Rindells work deserves special attention among the arts and crafts Besides her success in basketry and weaving she has large I classes in modeling the exhibition of pottery being most creditable I Her special courses beginning with free hand drawing include mechanical I drawing water color work designing I modeling underglaze painting pyro graphy wood carving and construction work in paper cardboard yarn raffia reed and canvass while in the weaving classes are developed lacework and tapestry Her metal work is also an important part of her studio I I Miss Rindell is an industrious worker I There is hardly a moment in the day when she is not special instruction Waterman hall Sycamore Ill at the Chicago Normal and at Columbia university She has paid special attention to pottery for children having worked at some of the best known kilns in the north While pointing out the various branches of her work in th interview she gave me the evident pleasure she took in the pottery exhibit made by children emphasized her keen appreciation of arts and crafts America needs enthusiastic and appreciative workers like Miss Rindell It is not impossible if disadvantages I are overcome through perseverance for this country to fall in line with the ceramic movement that means so much in the way of industrial training As a recent authority points out in a current magazine In Germany especially and also to a marked degree in Austria this movement has led to the establishment of many kilns as a part of the industrial training of the people Encouraged by municipal and other governments granted laboratories and annual subventions the potters wheel has como to honors and consideration only second to those of the weavers loom Beside the wares of a simple kind occur ornamental and artistic objects of varying importance according 10 the taste and skill involved Italy also has been trying to revive her ceramic industries on a soil whicn more than once in the past has supplied the rest of Europe with fragile wares Great Britain and Ireland with less reliance on government aid than the nations of the European continent have seen a vigorous revival of ceramics This country has not failed to experience the same influence but bas lagged
