COURIER NEWS NYC Dock Workers Settle Rival Union Fight in Vote Today NEW YORK (AP) The bitter union fight for the right to represent 25,000 dock workers reached a pprtwide vote today in a National Labor Relations Board election. Heavy police details patrolled the waterfront to prevent repetition of the intimidation and which caused pre-Christmas strong-arm tactics the results of a election to be scrapped. Last-minute claims of victory were made by spokesmen for both the International Longshoremen's Assn. (ILA) and the rival AFL-ILA. The count will start at an armory here at 8:30 p.m.

Connolly said the union hoped to get the money together before the receivers actually took control today. The ILA's cash has shrunk to a $12,000 bank account, and even that has been attached by the government in a move to assure payment of the fine. The first test of strength came in an NLRB election last Dec. 22 and 23. The ILA was credited with 9,060 votes and the AFL-ILA with 7,568, and 4,399 ballots were challenged. Coercion Claimed After lengthy hearings, the election results were invalidated by the NLRB on the ground that ILA members and supporters exerted intimidation, coercion and strong- arm tactics and thus prevented a free expression of the workers' will at the polls. The NLRB then ordered today's new election.

Since the ILA's decades-old contract expired last fall, neither union has been able to negotiate a contract with the New York Shipping which represents 170 shipping and stevedoring companies. U.S. Atty. Leonard P. Moore of Brooklyn asked the FBI yesterday to investigate the possibility of hookups v- Communist forces on the Pacific coast and some followers of Anthony (Tough Tony) Anastasia, ILA boss in Brooklyn.

Moore made his request after studying a 140-page report submitted to him by the New York-New Jersey Waterfront Commission. The report dealt with contributions of $3,675 made to two aides of Anastasia by locals of Harry Bridges' left-wing International Longshoremen's and Warehousemen's Union on the West Coast. PAGE TURK!
