by Oct 1 The property is owned by Wood and Dr Truett Maddox AUSTIN (UPI) Members of the State Board of Insurance indicate the energy crisis and the resulting reduction in driving by Texas motorists may warrant some trimming ol car insurance rate increases requested by' insurance companies The board has recommended a $986 million or 89 percent increase in the premiums Texas drivers pay for insurance on private passenger vehicles as compared to a 3240 million or 217 percent increase requested by insurance companies BUT THE ACTUAL rate setting procedures will be determined at the end of hearings which open today The two new members ol the three-man board have said they want to look at how rates are set and indicated they believe the energy crisis and its effect of cutting down driving may warrant the reduction of rate INSURANCE COMPANY officials say although gasoline shortages and resulting cutbacks in driving reduce the frequency of accidents the cost per claim is increasing so rapidly because of inflation that losses will climb and necessitate higher rates The insurance companies' request for increases average 217 percent and the state actuaries recommendation for a 89 percent increase are based on the same statistics about previous accident claims The difference in the two proposals is the result of differences in huw actuaries project past experience to predict future losses and how much inflation they forecast will occur The State Insurance Board traditionally has favored staff proposals over the generally higher industry requests and has a policy of limiting to 25 percent the increases in any one category of insurance decision will be made until after our said Board Chairman Bill Daves a former Dallas banker and onetime insurance company head AT LEAST two new board members I think maybe want to take more than the normal amount of time" Daves and the other new board member former Rep Lydon Olson of Waco spent a week at a special school on insurance in New York last week has proposed the board consider the impact of the gasoline shortage on auto accidents and insurance losses two key factors in determining whether premiums go up or down Highway officer reported Alamogordo By ROBERT PALOMARES New government price regulations for independent station owners and operators will go into effect today which would raise the price of gasoline nationwide according to a Department of Energy spokesman Tim Taylor audit director of the Midland audit group said the new guidelines give independent service stations a maximum margin of 154 cents per gallon above acquisition cost which would rlise the cost per gallon by about five cents "THESE NEWEST regulations aiso require owners to post maximum selling costs in a prominent place in the gasoline station" he said The governor of each stale has the authority to add up to 10 cents per gallon over the 154 cents providing there is justification and the increase meets objectives set by the Environmental Protection Agency according to Taylor The governors can set even higher rates if the reason for the rate increases meets the objectives of the DOE Taylor said REGULATIONS PROVIDE that if the guidelines are not adhered to the dealers would be required to roll back their prices five cents a gallon far a maximum period of 30 days addition penalties ranging from 810000 to 320000 per day
