legalization of mixed drinks Now he has taken up Christie's tray and wants to turn it into a race track SB 474 would set up a Texas horse and dog racing commission three members to be named by the governor with Senate approval Horse people would be barred from membership THEY WOULD issue licenses for tracks decide when meets would be held and where employ the officials to supervise the tracks make the rules collect the bets pay the winners and turn the take over to the Texas treasury The association which puts on the meet can deduct 13 per cent from the pari-mutuel pool It must pay the State 4 per cent of the first 610000000 bet at a meeting 5 per cent of the bets between $10000000 and $20000000 and 6 per cent of the bets over $20000000 Racing could not be held in any county in which it had not been approved at a local option election lottery bill is much simpler It would simply call for a referendum in the general election in November 1974 on the question of legalizing
