Dece 7. -It was business as usual at Pearl Harbor today, except for the Navy, the only organization to observe the 12th anniversary of the Japanese attack on Pearl Harbor that plunged the United States into World War II. The Navy held brief, solemn memorial services on the superstructure of the battleship Arizona, which Japanese bombers destroyed 12 years ago. The Arizona, still on the bottom of the harbor, is the tomb for some 1100 sailors who went down with her in the first battle of the Pacific war. Monument to Dead But the superstructure of the old battleship rises in final defiance of destruction and the Navy has made it a monument to the men who died in the infamous attack.

International House in New Orleans is a place where merchants Western Hemisphere countries can exhibit goods to other businessmen and where they can get together to make business arrangements. Mr. Ponce went to New Orleans with Mayor Hervey and Mayor Pedro Garcia of Juarez.

"We want to lay the groundwork here and we hope to have similar to the one in New Orleans," he said. "We hope the Chamber of Commerce will be interested in the thing and that they will back it. "Since an International House here will create more business for El Paso, I believe all businessmen should support it." MEAD'S FINES BREAD Services began at the exact moment Japanese bombers began wreaking havoc on the slumbering U. S. Pacific fleet.

A bugle sounded and the American flag was raised on the remains of the Arizona, Prayers Offered Capt. P. G. Linaweaver, chaplain of the 14th Naval District, offered prayers for those who fell Dec. 7, followed by taps and a three volley rifle salute fired by eight sailors.

Representatives of veterans and civic organizations were invited by the Navy to join in the observance and nine survivors of the attack who are now stationed here placed wreaths on the mast of the Arizona.
