(1) Repairs or changes in construction at Akron if permitted or ordered must be made by tha boy himself or under his supervision by the official Soap Box Derby mechanics appointed to hanHi- the barred from competition it any single rule has been overlooked or broken Remember Ignorance of the rule is no excuse 9 AGE The Soap Box Derby la open only to boys 10 to 15 (inclusive) years old on the day of their local race 3 EXIGIBLE CARS AND (a) Entrants must design and build their own cars but may have other boys of Derby contest age as helpers (b) Neither former winner of a Derby nor bis car may compete in year's race (e) Other cars entered in previous years races may compete if they comply with the 1930 rules However these cars must be entered and driven by the boys who built them originally (d) No car or boar entered in one city may compete in another city Eligibility of entries in any city race will bo decided by the local Race Committee CAR MUST BE BOY-BUILT-(a) Except as stated hereafter in these rules every bit of the work required in building a Soap Box Derby car making and shaping of the separate parte of the chassis and body and joining the parts to form the assembled car must be performed by the boy Entrants may however receive help In building and assembling their care from other boys of Derby contest age Advice and direction may be accepted from parents teachers or sponsors but the actual construction must be done entirely by the boy Any car showing evidence of adult workmanship or of machine shop assistance (except that permitted by Rules 7-b and 16-h) will be barred from the contest (b) No welding brazing or soldering of any type is allowed even if done by the boy himself except as provided for In Rule T-b 5 READY-MADE (a) Running Gear (wheels tires bearings axis rods) and the Steering Wheel and Steering Shaft are the only coaster car parts that may be used in ready-made form (b) Automobile steering wheels and steering shafts may be used (see Rule 19-a) but no automobile parts ara permitted in the construction of the remainder of the steering system or anywhere in the brake system (cl Second-hand a to mobile spring leaves 1 valve springs may be used in the springing system or suspension of the car (d) Hardware (such as pulleys tum-buckles hinges springs metal cleats nails screws and bolts) may bo used freely 'in the construction of both chassis and body RUNNING GEAR (a) Wheels and Axles may be obtained from coaster wagons tricycles baby carriages and other small vehicles in popular use or may be purchased Wheels used on previous racers may be used provided they conform to the 1939 Derby rules b) Wheels Home-made or band-built wheels are prohibited (e) Wheels made for or salvaged from commercial units (such as factory trucks hospital stretchers industrial hand trucks or trailers) will not bo permitted even though bought second-hand (d) Welded or riveted Disc Wheels that have been taken apart and rebuilt are prohibited Rebuilt wheels are unsafe and unfair In Darby competition (c) Wheel No car mar have wheels more than 13 inches In diameter including the tires (f) All cars must run on four wheels like a racing car (g) Tires must be of solid rubber and not more than 3 inches in width Pneumatic tires are prohibited (h) Cbat In no case shall the cost of four wheels with tires' axles and bearings exceed 9700 This amount refers to the retail or catalog price whan new Used wheels and exle nets will be valued at their original retail pries when new (See Rule 19) (I) Purchased In buying wheels bearings and axle rods in ready-made form make sure that they comply with all the 1939 rules If possible purchase wheel-and-axle sets that carry the official approval of the All-American Soap Box Derby Inc Such approval will be In the form of the Soap Box Derby emblem either cm the wheels or on the box in which they are packed (J) Floating Axles (or axles turning on bearing) art prohibited SPECIAL BEARINGS (a) Cars having prevision bearings or special bearings (any bearings not originally furnished with the wheels) and cars having specially machined wheel hubs or axis rods will be barred from the chassis must bo made of wood and may bo reinforced with metal braces or diagonal struts only at the corners This is not intended however to prohibit the use of light steel or strep Iran angle bracesr T-braces or L-braces for holding wood frame members together 15 BODY (a) The body frame must bo constructed of wood (b) The body of the car must not confine the heed or prevent the driver from easily raising his hands to adjust his hairnet (e) The driver must ait upright and have a clear view to the front and both aides Cockpits must bo open at the top (d) Tin sheet metal fabric wood leather paper beaverboard papier-mache plywood wire or -cardboard may bo used as Hood and Body Covering Do not use metal lath In body construction Plaster or concrete will not bo permitted in the construction of the body shell or body covering There must be no expc rough or sharp edges All edges around the driver's cockpit must bo padded or protected 10 (a) Steering The steering control must be by means of steering wheel (For safety and accurate steering the steering wheel should' be 8 inches or more in diameter) Readymade steering wheels are permitted (sei Rules 5 and 19) Tha hub of the steering wheel must be securely and rigidly fastened to the steering post or shaft The steering control must operate the front axle or front wheels Rear-end steering will not be permitted (b) Steering may be by flexible connections (cables and pulleys) or by any other arrangement constructed entirely by the boy himself (c) Flexible Connections if used must be of wire cable (One-eighth-inch preformed cable or cable of similar strength is necessary) Rope or chain steering connections are barred (d) Steering Cables must be fitted with at least one turn buckle two If necessary to permit eaay tightening of slack cables NOTE: Cables made too tight cause hard steering (e) Cables must be firmly attached soldered connections ara unsafe and ara prohibited (f) Mechanical Steering devices may be used Instead of cable steering However mechanical steering must bo boy-built and abide by all the rulea covering construction and safety (g) Cut-down automobile steering assemblies and steering assemblies with gears sprochets or chains will not bo permitted (h) STEERING If a metal (solid abaft or pips) steering shaft la used It may be taken to a machine shop to bo cut to the proper length and to bo threaded or drilled through for bolts or pins to be used in attaching tha steering wheal and tha csbls drum or in locking tha Shaft in poaltlin in the body Both tha a tearing wheel and the cable drum must be firmly attached to tha steering shaft without excess play or lost motion (i) STEERING The body and seat must be so built that tha driver sits In a normal driving position (as In an automobile) permitting easy operation of tha steering wheel and brakes Tha driver may lean forward In his seat during a race but a reclining position (leaning back) la prohibited 17 BRAKES (a) Every car must be equipped with a brake or brakes capable of stopping tha ear quickly and aafely In a straight line Only two types of brakes will be drag brakes and wheal brakes (b) No matter which typo of brake la used it must ba operated by a single lever moved by hand or a single pedal 'or foot bar moved by one foot or two (c) Drag If a single drag brake is used it must ba In tha middle of the ear (aa measured from one aids to tha other) If double drag brakes are used there must be one drag on each side of the car Drag brakes must be faced with leather or rubber to give a better grip when applied (d) Wheel brakes ir used must apply equally against both rear wheels 18 Attachments (a) All attachments such as decorations pennants or ornament must be securely fastened to the car (b) Glass win not bo permitted anywhere on tha ear NOTE: Officials may remora any attachment considered dangerous to drivers or spectators (c) Starting No ear may have any attachment that can in any way aid In drive their own cars in authorised races No car shall carry mors than one boy (b) Goggles or sun glasses may not ba worn during tha racing 31 AGE (a) Drivers will race In accordance with the following Hesta All race will ba run on a system of elimination by heats (b) Start! ngCars must start by gravity from a stands till at a starting Una on tha track or on a special starting ramp (depending on shall change wheels or bearings or make any other change in his car either before or during the Derby without the permission of tha Inspection Committee Should a ear be damaged before or during the race permission to make repairs must ba obtained from tha Inspection Committee Only wheels or bearings inspected and approved by the committee may be used If tha originals must ba replaced All repairs must ba made by tha boy himself or with tha help of official Soap Box Derby mechanics Warning: At the 1931 Soap Box Derby national race at Akron cars that did not comply with the official rules were barred from competition and ware re-admitted only when tha necessary corrections (in wheels bearings brakes steering ate) had been made Ona car was disqualified for violation of Rule 4 and not permitted to race NOTE: Special attention will ba given to wheels bearings steering and brakes during inspection Inspectors may require tha removal of wheels for Inspection of bearings Failure to provide tha car with strong and safe steering and braking devices will lead to disqualification (c) Drivers may be called before the Inspection Committee and required to answer any questions about the construction or coot of their racers Parents also may ba called if necessary but will not be privileged to answer any question that a boy capable of building a Soap Box Derby car should bo able to answer 34 (a) Tha decisions of local race officials regarding the interpre-tatfama of these rules wlU be nai (b) Officials will disqualify any car which in their opinion may prove dangerous to tha driver other drivers or Weetatora (e) Officials will disqualify any ear which in their opinion waa not built by the boy who entered it in the race (d) Officials will disqualify any driver who shows poor sportsmanship or whose driving la such aa to interfere with other (e) Poor sportsmanship la meant to In- elude any attempt to gain nnfai advan- 1 tags under these rules (such aa receiving adult help In construction) or using ma- terlal (such aa rebuilt wheels or special bearings) not permitted by these rules or Improper race conduct (such aa intentional interference with car or I driver) I
