Bartels was born in Macon County on Sept. 25, 1898, daughter of John F. and Nannie Blankenship Powell. She was a member of First United Methodist Church. She married Dillard Herman Bartels in 1929.

He died in 1990. Surviving are her daughter, Karen England and her husband Jerry of Decatur; grandchildren, Lori Dyhouse Slep of Sautee, Kevin Dyhouse of Cincinnati, Ohio; three great-grandchildren; sister, Vera Moehn of Jacksonville. Her husband and parents preceded her in death. DsVore DECATUR Ronald Lee De-Vore, 46, of Decatur died 4:15 a.m. Thursday (Aug.

1, 1991) in St. Mary's Hospital. Graveside services will be 2:30 p.m. Friday in Camp Butler National Cemetery, Riverton. There will be no visitation.

Brintlinter's Funeral Home is handling the arrangements. Mr. DeVore was born in Decatur on Oct. 31, 1944, son of Paul M. and Edith Zimmerman DeVore.

He was formerly employed by Dunn Coal Co. He was a Vietnam War veteran. He is survived by his father and stepmother, Paul M. and Joyce DeVore of Decatur; brothers, Donald and Paul DeVore, both of Decatur; sisters, Patty Lou Boggs of Mount Zion; Margaret Schram of Macon; stepchildren, Shawn and Shane, both of Decatur; step-grandchild, Shawn. His mother preceded him in death.

Abel MARSHALL James Edward Abel, 37, Marshall, formerly of Terre Haute, died Wednesday (July 31, 1991) in a drowning accident. She is survived by her son, Michael Bach of Oreana; daughters, Melanie Carter of Corte Madera, Bonnie Pratt of St. Peters, brother, Frederick Leiner of Washington, D.C.; sister, Doris Hood of Collinsville; 10 grandchildren; six great-grandchildren. Froelich Memorial Home, Flanagan, is in charge of arrangements. Mr. Gisolo was born on Oct. 22, 1900 in Perth, son of Nick and Matilda Bellesa Gisolo. He was the manager for Kroger Meat Department for 20 years and for Cloyd's Meat Market for 25 years, both in Decatur.

He married Hilda Miller on July 19, 1942 in St. Louis, Mo. She died June 9, 1985. Surviving are his daughters, Jane Goetz of Flanagan; Mary Kay Burton of Oak Park; Louise Meade of Harvard; sister, Margaret Gisolo of Tempe, Ariz. eight grandchildren; five great-grandchildren.

But Rep. Larry Hicks, D-Mount Vernon, also indicated on newly filed state records that, in exchange for some of that spending, he is forgiving $2,152 in loans he made to his campaign. A spokesman for Illinois Common Cause, a watchdog group that monitors campaign activities, criticized Hicks' actions Thursday.

"This kind of stuff is either on or over the line that most people would consider reasonable," said Gary Snyderman, the group's managing director. Hicks defended hiS spending practices. "In filing my report, I have gone beyond what is required by state law in order to clarify past questions about my campaign fund," he said in a statement. "The real question, though, is whether I have profited from my campaign fund. The answer for that is clearly no." State politicians were required to file reports this week detailing their campaign contributions and expenses for the first six months of the year.

The way they spend campaign funds is not limited by any state law or regulation. Hicks' report shows $5,250 in campaign contributions was paid to his own company for car expenses.
