Lovejoy Of Hie State Journal Wisconsin's Environmental Decade (WED) Wednesday accused a state Dept. of Natural Resources (DNR) official of deliberately refusing to enforce state sewer extension regulations. Environmental Decade lobbyist Peter Anderson, in a prepared stateement to the Natural Resources Board Environmental Quality Committee, called on the board to reaffirm its sewer extension code policies and to discipline Oliver Williams, assistant administrator of the DNR division of water standards. Anderson accused Williams of "insubordination" because he "did not enforce a clear and non-discretionary rule of the department, and instead, applied it in a manner that was specifically rejected by the Board "It's very different," Williams said, "It's malicious that's quite out of character for Pete (Anderson)." He said the charge that "a deliberate decision" was made not to enforce the code was "an outright falsehood" and the accusation that the non-enforcement was quietly leaked to engineers was "just an unbelievable comment.

"I think I need some counsel to answer this," Williams added. Anderson also contended Williams "did not inform the board that he was not enforcing the rule for more than one year." Anderson charged that Williams, "in attempting to justify his failure to enforce said rule, asserted untrue and deliberately misleading facts as to the purported difficulty in achieving compliance." He claimed the DNR staff could complete the required monitoring for the sewer code extension determination "with approximately two days of programming time." The charges brought an irate -sponse from Williams' supervisor, Thomas Frangos, who criticized committee for allowing Anderson to appear without prior notice. "I think it stinks to have our staff subjected to this kind of stuff," Frangos. said, "I don't think our employes have to take this kind of baloney." Asked if he was suggesting Williams be fired, Anderson replied that "some I action should be taken." Earl, who was present for the entire session, said a distinction will be made between the dispute over the rule and the personnel issue. "Despite all the hoorah about open." meetings," Earl said, personnel sessions in the future will not be open public debate.

Thomas Frangos The charges, which were referred to DNR Secretary Anthony Earl for consideration, brought a chilling end to a day of Natural Resources Board committee meetings. In addition to the charges against Williams, Anderson accused the Peter Anderson department of "quietly passing the word" to consulting engineers representing municipalities that the code would not be enforced. The accusations revolve on a state administrative code regulation that went into effect in November, 1974, Oliver Williams which requires the DNR to disapprove any new municipal sewer extensions if existing treatment facilities do not or will not be able to meet effluent discharge standards. Williams indicated he was surprised by the attack. The measure, requested by the Professional Firefighters of Wisconsin and the Wisconsin Professional Policemen's applies to all municipalities except Milwaukee and-communities with populations less than 2,500. An employer might violate the law "rather than slit his throat," Shabaz said. Violation could lead to a fine of $50 per employe. In other matters, the Assembly approved 82-12 a bill to allow the Wisconsin Employe Relations Commission to sustain talks in municipal labor dis A proposal to protect workers from losing wages and fringe benefits when large businesses fail was approved Wednesday by the state Assembly 83-13. The measure, sent to the Senate, would require a business employing more than 100 persons to notify the state 60 days in advance of liquidation, merger or relocation.

It also would allow the state to impose a lien on the employers' real and personal property to satisfy any wage claims. The state lien would take precedence over other debts. Rep. George Molinaro (D-Kenosha) cited what he called the collapse of a business whose workers were left without retirement benefits. "The employes got snooked in high-class order," Molinaro said.

"This bill takes care of the chiselers, crooks and gypsies," he said. The Republican minority leader, Rep. John Shabaz of New Berlin, argued against the bill, saying that requiring advance notice would force an employer to deceive the state. "You put him between a rock and a hard place," Shabaz said. "If he wants to keep going, he won't file that notice." The Legislature's Joint Finance Committee is expected later this week to try to solve the Higher Educational Aids Board's loan fund problem by borrowing from the State Board of Land Commissioner's School Fund.

The committee will attempt to borrow the needed $5-million from this fund, not the Employe Trust Fund as reported in The Wisconsin State Journal Tuesday. The School Fund now makes loans mainly to small school districts for school buildings. It is administered by a board composed of Secretary of State Douglas LaFollette, Atty. Gen. Bronson LaFollette and State Treasurer Charles Smith.

The fund was created in the State Constitution to own state lands and to administer the profits from them. Strikebreaker recruiting ban gains MOSCOW (AP) More than 1,000 paintings and drawings worth about were stolen from one of the most valuable private art collections in the Soviet Union, the owner reported Wednesday.

George Costakis who has a non-diplomatic job as administrator in the Canadian Embassy said the art works were stolen from his apartment and country home last month. He said he did not announce the thefts at the time on the advice of Soviet police, but he now fears the art has been smuggled out of the country for sale in the West. The works included paintings by such defined in the bill as anyone who had held himself out for hire as a strikebreaker at least twice during the previous 12-month period. Opponents of the bill said the definition made the bill unenforceable. "There's no way of determining that," said Rep.

John C. Shabaz (R-New Berlin). "This bill doesn't do a darn thing. It doesn't do a thing at all." A bill to ban the recruitment of professional strikebreakers by Wisconsin employers was passed Wednesday by the Assembly, 75-20. The measure was sent to the Senate.

It would set a penalty of up to a $2,000 fine and a year in jail for any employer hiring professional strikebreakers in a labor dispute. A professional strikebreaker is Tour of Malaysia KUALA LUMPUR, Malaysia (AP) -Vice-President Nelson Rockefeller will make a tour in March of Malaysia and some other Southeast Asian countries including Thailand, Malaysian officials announced. Patrick J. Luby Luby heads United Way Patrick J. Luby, vice-president and corporate economist for Oscar Mayer and has been elected president of United Way of Dane County.

He succeeds John D. Larson, president of National Guardian Life Insurance Co. Luby will serve a one-year term. The United Way also announced Wednesday that its 1975 campaign raised a total of $1,872,618, as of Feb. 10.

The campaign goal was $2 -mi II ion. so it missed the goal by 6.3 percent. The figure is 2.77 percent greater than 1974 campaign receipts, however, according to John E. Wall, president of the campaign. Other officers of the United Way include Robert C.

O'Malley, president of United Bank and Trust, vice-president of the campaign; Larry Walker, controller of the Ray-O-Vac Division, vice-president of budgeting; Margaret Diamond, a University of Wisconsin lecturer in social work, vice-president of planning; and T. J. Long, an attorney with Isaksen, Werner, Lathrop and Heaney, treasurer.
