HAUK A-Z ty Deadlock 1 in Demo ALTON EVENING TELEGRAPH WEDNESDAY Viet Nam War Shifts To Highland By PETER ARNETT SAIGON, South Viet Nam (AP) The Communists have shifted the center of their war effort in South Viet Nam from the swampy Mekong delta to the central highlands in the past 10 days. Senior Vietnamese officers believe the Reds have moved troops in from North Viet Nam to get the war momentum moving the highlands, a region that has been relatively quiet in the past 18 months. In the past week, three battalion-size Communist assaults have erupted out of the central mountains. Two isolated special forces camps were hit. Newsmen in the central Viet Nam capital of Hue were told Tuesday that the Communist battalion that hit the special force outpost of Nam Dong Monday had just moved in from North Viet Nam.

RYAN Telegraph Staff Writer EDWARDSVILLE The apparent deadlock over appointment of a Democratic member of the Madison County Jury Commission has brought into sharper focus a widening rift in the once-solid party phalanx in the Tri-Clties area. The continuing controversy i over reappointment of Har-l old Hillmer of Granite City to the jury commission is raising eyebrows of political observers and engendering speculation that the powerful Democratic machine, with the Venice-Madison-Granite City area as its axis, may be running out of gas. Principal underlying factor in the rift between factions in Venice and Granite City Townships, which came out into the open over reappointment of Hillmer or his replacement on the jury commission, is party patronage political plums.
