nation's most extensive iicome tax reform Wednesday by defeating a move by Democratic liberals to open the measure for amendments Approval of the no-amend-mont procedure on a 265-145 roll-call vote meant the reform measure would almost certainly be passed and sent to the Senate on the final day of House debate Thursday The bill would end or restrict certain tax writeoffs available under existing law which would net the government an additional 7 tuition a year but cut the tax rates of individuals by $9 billion a year Liberals had sought to change the "gag under which the lull was brought before the House Wednesday so they could amend it to delete a provision further extending the income tax surcharge at a 5 per cent rate from Jan 1 to July 1 1970 But that would have opened the way for other amendments to the 388-page bill And the heavy vote against the liberal motion reflected the prevailing view that a relaxation of the rules would have resulted in so many amendments the entire bill would have been killed or seriously delayed In all the bill contains 27 major tax law changes Included are taxation of foundations for the first time higher taxes for the oil and mineral industries and a minimum tax requiring everyone to pay at least some federal income tax Sponsors said it is the most far-reaching reform since the federal income tax law with its basic 1 per cent levy was first passed by Congress in 1913 New Irondale Post Office Authorized WASHINGTON Construe tion of the Birmingham Post Office's new Irondale branch has been authorised hy the Post Office Department
