Transfers All Duties to Civil i Works i Board Work relief projects of the federal emergency relief administration were discontinued Saturday as the transfer of all employment under that system to the new civil works administration effected.

The civil works plan provides for the employment of all persons now on the relief rolls on basis of 30 hours weekly, five days of six hours each, with an average pay of $13.50, representing a boost fr.om $5. It will go into operation next week, when part of the 4,500 now on the part-time basis i will begin work on the new schedule, and the others will be absorbed on this basis as rapidly as work projects in the city and county are selected and approved by the state civil works i administration. It is also planned to give jobs to the 1,500 on direct relief so far as practicable, and then draw on the national reemployment service office for additional -labor. Mayor DeVan has outlined a dozen projects upon i which work can be started, and has directed the city engineer to estimate the cost so "that the men may be put to work as rapidly as possible. The Kanawha county welfare board assume the status of a civil works board in the administering of work relief, and also will carry on its present duty of giving direct relief.

The board will meet Monday morning at 11 o'clock at the courthouse to take up and act on suggested projects, which after approval will be sent to the state civil works administration lor further approval. Work- will begin as soon as final approval has been given to the projects. Sentences Given In Slay ings in Logan Nov. 18 killings within a week in the mountainous Harts creek section of Logan county brought life sentences to five men at a special term of court which Judge Naaman Jackson said he called to check a crime wave. Four of the men have been sentenced by Judge Jackson and the other was sentenced early this week Charles Adams, 25 years old.

pleaded guilty to killing Frank Carter on Harts creek October 14, and received a life term. His brother Eustas, 23 years old, convicted of complicity in the slaying, received a life sentence. Carey and Jesse Blair, brothers, were convicted together of slaying Hawkins Bishop. Logan business man, on Harts creek October 8, and jointly sentenced to life. The other sentence was upon Ora Conley for the slaying of his uncle, Garland Conley October 12.

Route Held Dangerous; Commission Will Try It Members of the public service commission will see for themselves if the proposed route for a bus line, in the Edgewood and Watts street hill sections of Charleston, is as dangerous" as protestants against it charge. They take a ride over the route early next week, they announced late Friday at the recess of a hearing on the proposed service. The hearing is on the petition of the Charleston Interurban Railroad company to remove the Edgewood street car and to substitute the bus service. More than a score Edgewood residents appeared before the commission Friday to protest the change and 653 of them signed a petition against it. Following Friday's hearing, mem- bsrs cf the commission said they would personally examine the proponed bus route and also would look over a route suggested as a compromise.

The hearing will be resumed next Thursday. Beckley Resident Found Dead in Bed Clarksburg Business Man Hit Rail Merger CLARKSBURG, Nov. 18 than. 300 business men of central West Virginia have registered unanimous opposition to the Prince plan for the consolidation of all eastern railroads lines into two operating units. The action followed a speech made at a luncheon here yesterday by John J.

CornweH, of Baltimore, chief counsel for the Baltimore Ohio railroad company and war-time governor of West Virginia. When he had completed his speech, the assemblage register its opposition to the plan. "West Virginia's sun has set if its largest transportation is wrecked by consolidation with the Pennsylvania railroad under the Prince plan," CornweH said. "Such a move would absolutely calamitous to the entire state and especially to communities which the Baltimore Ohio serves." Frazier in Death Cell After Appeal's Refusal WHEELING, Nov. 18 Frazier, of Charleston, convicted of the slaying of Deputy Sheriff Roy Shamblin, has been removed to the death house of the state prison.

His execution is set for -November 24. His appeal to the state supreme court was denied yesterday. Jury Awards Damages A common pleas court jury has returned a verdict awarding $75 damages to Robert Miller in a suit against K. E. Brockell, of Charleston, for alleged breach of contract in connection with an oil engine.

The court directed a verdict for the defendant in the suit of P. Payne against R. L. Thomas. Damages of $215 were awarded to T.

L. Burgess against Frances Blake Price and others, in an action instituted on a note. Robbed 'of KANSAS CITY, Nov. 18 Flatau, a jewelry salesman of Chicago, reported to police that three men robbed him of jewels i a value of $50,000. He said they confronted him as he emerged from a building and forced him into a motor car for a short ride.

Sarraut Wins Chamber, PARIS, Nov. 18 Albert Sarraut gained his first victory in a fight against a predicted overthrow and a balanced-budget when the chamber of; deputies finance committee agreed to consider the first steps in the premier's program. West Virginian Tried LAS CRUCES, N. Nov. 18 H.

BECKLEY, Nov. Fisher, 58 years old, one time prominent merchant of Raleigh county, was found dead in bed at the home of Edgar Thompson, in Fourth avenue, Friday morning. Dr. K.

M. Jarrell said Fisher had died of a heart ailment. His wife, Mrs. Agnes Fisher, spent the night at the boarding house of her husband, coming here from Cincinnati where she makes her home, to attend the funeral of a sister who died at Hinton. Members of the Thompson family with whom Fisher made his home, said he did not complain of illness prior to last night when he "said he was suffering indigestion.

For a number of years Fisher conducted a store at Sophia and was later -engaged in a similar business at Matoaka. Beside his widow he is survived by three children, Doris Fisher, Robert Fisher and Howard Fisher, who reside in Cincinnati, with their mother. That an airport was virtually assured to Beckley and Mount Hope, at Skelton, was announced at a meeting of the chamber of commerce Thursdav night, when it was reported the New River and Koppers companies had granted a lease of the flying field. Federal cooperation will be sought through its relief and public works agencies, when clearing the field and grading paving runways and approaches will begin. December 7 was fixed as the date of the annual dinner of the chamber.

At that meeting new members of the board of directors will be elected. A resolution was adopted urging construction of the Grandview road from Glen Hedrick to the connection with the Prince road between McCreery and Royal as a relief project. Dr. K. M.

Jarrell, recently appointed head of the Rutherford sanitarium. was inducted into his office Friday with a brief ceremony. James Chambers, secretary, and Wayne Perry, assistant auditor of the state board of control were present at the sanitarium when the oath was administered to the new superintendent. Dr. George F.

Grissinger, the retiring superintendent, said he would remain in the city for a few days acquainting the new head of the institution with its affairs. Receivers Report Upon Kanawha Valley Water The fourteenth report of C. Htit- sinpiller and Wiley F. Corl, as special receivers for the Kanawha Valley Water corporation, appointed in the uit brought by the General Management corporation, has been filed with the circuit court. The court made an allowance to Mr.

Hutsinpiller for services as receiver. The court confirmed the sale by R. N. Stephens, as -pecial sioner, of a lot in Riverside addition to Sovdh Charleston for $200 to Genevieve K. Minsker in a suit brought by Union Trust company against C.

P. Meyers Realty company. Confirmation also was to the action of Jce Midkiff, as special receiver, in selling assets of the partnership of C. H. Kirby and O.

B. Kirby to the C. H. Kirby Lumber company in the suit of C. H.

Kirby against O. B. Kirby and another. A divorce was granted in the suit of Dorothy Litz Hudson against French Hudson. A chancery suit wzs filed by Howard S.

Out On Spanish Election Eve MADRID, fighting among rival political groups broke out in. all parts of Spain as the campaign for congressional elections Sunday approached a bitter climax. Numerous street clashes occurred among bill posters who blanketed walls in cities and towns with violent placards. Police were feverishly active in quelling brawls and dispersing meetings.

Many were arrested, including several candidates. Woman Named at Man WASHINGTON, Nov. 18 we man has been selected to preside over the post office at Man, W. Va. The post office department announced the appointment of Miss Esta B.

Combs as postmaster of the Logan county town. The department also announced the appointment of Emerson E. Boyd as postmaster premier, McDowell county, and of J. Byron Shreve as acting postmaster, McDowell county, and of J. Byron Shi-eve as acting postmaster at Brushy Run, Pendleton county.

FAIRMONT, Nov. 18 before the Fairmont State College classes on criminology and penology, Dr. C. F. McClintic, warden of the state penitentiary at Moundsville, discussed recent reforms there and proposed further improvements." Dr.

McClintic divided the prisoners in Moundsville into three groups, namely the normal group, the members of which have committed some petty crime and who should be kept on farm rather than in cells; the feebleminded group, the members of which should be kept in an institution for such cases, and the anti-social group, the members of which should be hanged. The latter group, he said, costs the state $75 daily for maintenance an armed guard. Dr. McClintic said he is establishing a school for guards to train them to difl'erenitate between the three types of prisoners. The speaker said that when he came to the penitentiary he found several guards who could not write their own names.

He replaced them, he said, when a more intelligent type.
