Page 13-The Gaffney Ledger, Friday, December 7, 1990 BPW plans to fine oil change violators JANICE DURHAM Staff Writer The Gaffney Board of Public Works will fine local car wash businesses if the car washes continue to allow customers to change their oil at their establishments. In a meeting Thursday night, Board Manager Dick Crater 'announced that some local car washes aren't in compliance with DHEC regulations when they allow customers to drain dirty motor oil into the sewer line. Of the eight car washes in Gaffney, over half showed evidence of this type of violation said Crater who informed the Board that he had written a letter to the establishments warning them that this practice is against regulation as the oil goes into one of the Board's three wastewater treatment facility and may cause the Board to be in noncompliance. The Board reviewed its Pretreatment Program and was presented with an itemized list of businesses who are and are not in compliance with DHEC pretreatment regulations. "Blatant violators of DHEC pretreatment regulations will be fined over the next two months," said Crater.

One business, whose name Crater said he will announce at the next Board meeting, will be fined between $10,000 and $50,000 for noncompliance. The Board also has a bone to pick with Piedmont Municipal Power Agency (PMPA) of which it is an affiliate. A meeting of PMPA for the purpose of reviewing the Board's load-side generation, which features the peak shaving energy- RIBBON CUTTING A ribbon made of 100 one dollar bills was cut Wednesday at noon to celebrate the opening of the new McDonald's off East Frederick Street. The money will be donated to the Cherokee Children's Home. (Photo by Janice Durham) Robert Martin Robert Palmer "Pat" Martin, 70, of S-87 Limestone Courts, died Wednesday, Dec. 5, 1990, in Upstate Carolina Medical Center. A native of Cherokee County, he was the son of the late Sam and Roxie Patton Martin and the husband of Rossie Peeler Martin of the home. He of the Baptist faith and retired Cherokee County maintenance employee. Survivors include a son, Robert "Bob" Martin of Pauline; two daughters, Joanne Lundon of Bostic, N.C.

and Lucy Cannon of Spartanburg; a half brother, Rufus Martin of Spartanburg; a sister, Ela Mae Phillips of Blacksburg; and four grandchildren. Services were held at 2 p.m. today in Corinth Baptist Church conducted by the Revs. Jerry Ford and Jack Bratton. Burial was in Oakland Cemetery.

Pallbearers were Allen Davis, Terry and Lee Medley, Jimmy Clark, Tim Green, Robert Gibbie, Marvin Phillips and Ezel Martin. Shuford-Hatcher Funeral Home in charge of arrangements. Ollie Parker DEATHS Ollie Parker RICHFIELD, Utah Ollie Eva Green Parker, 91, of Richfield, died Thursday, Nov. 15, 1990, in Richfield Care Center. A native of Cherokee County, she was the daughter of the late Andrew an Chrisjean Turner Green and the widow of Robert Otto Parker.

She was a member of Jesus Christ of Latter Day Saints. Survivors include three daughters, Helen Sylvester of Richfield, Grace Stalling of Utah and Elsie White of Seneca; six grandchildren, 15 greatgrandchildren and two greatgreat-grandchildren; and a number of nieces and nephews. Services were held Nov. 15 in Richfield. Burial was in Monroe Cemetery.

Courtesy of Shuford-Hatcher Funeral Home. Harry Wiley CHESNEE Harry Thomas Wiley, 61, of 1212 Fairfield Road, died Thursday, Dec. 6, 1990, in his residence. A native of Spartanburg County, he was the son of the late Buford and Naomi Hughey Wiley Champion and the husband of Florence Smith Wiley. He was a member of Graham Chapel Wesleyan Church of Mayo.

Survivors include a son, Randy Wiley of Chesnee; a daughter, Pamela Wiley Self of Cowpens; saving program, was to take place next Tuesday but the meeting has been cancelled. PMPA must grant approval before the Gaffney Board of Public Works can implement the plan that Crater estimated would save the Board $50,000 to $100,000 a month, a savings that would be reflected in the utility customers' monthly bill. PMPA was to have the report to the Board by the end of this month but, since Tuesday's meeting was cancelled, Crater is doubtful that he will have the report before next year. "They said they would have the report to us by the last of December they ought to have told us that they were going to cancel the meeting and why this is no way to do business," said Crater who added that the Board is prepared to battle it out in court if need be. Peak shaving is one of five strategies that the Board hopes will hold down costs.

In other business, the Board was presented with an interim six months finacial review which was conducted by Cline, Brant, Kochenower and Inc. Under old business: 1.) Larry Sossamon gave the Board a report on PMPA's Nov. 8 meeting. 2.) Projects in progress: Dick Crater gave a report on the water plant project Crater also reported on the load management project and told the Board that delivery of the Supervisory Control and Data Acquisition (SCADA) sys- Studyvance. Honorary pallbearers will be Bontee Davis, Sue Carol Dawkins, Eva Mae Edwards, Bontee Hoey, Corinne Littlejohn, Peggy Littlejohn, Ruby Littlejohn, Barbara Ortiz, Verdell Phillips and Betty Sue Sims.

Crater reported that the compensation study and Board employee job classifications will be presented to the Board for review at the next meeting. The Board agreed to receive bids for painting of elevated tanks. Under new business: 1.) The Board reviewed new PMPA electrical rates. 2.) The Board approved recommendations concerning employee retirement accounts and vacations.

3.) A recommendation that each Board employee receive a ham and fruit basket was approved by the Board. 4.) The Board reviewed and passed the budget report for November 1990. 5.) Clyde Dawkins, all of Gaffney; a sister, Sarah Gaston of Gaffney; 21. grandchildren and 16 greatgrandchildren. Services will be held at 3 p.m. in New Mount Zion Baptist Church conducted by the Revs. Eugene Brooks and Ulysses Smith.

The body will be placed in the church at 2 p.m. Burial will be in Gaffney Memorial Park.
