Withdraws To New Line BY RUTHERFORD POATS United Press Staff Writer TOKYO Tuesday Jan The Second Division has ended its eight-day stand at Wonju and withdrawn southward to a new defensive line in the Sobaek Mountains the Eighth Army announced today The withdrawal came as forces on the west coast of Korea in a surprise offensive action sent $71 Billion Budget Sent To Congress armored spearheads 12 miles northward to within 23 miles of Seoul and the Chinese were reported retreating northward at many points -The Second Division with French Dutch and South Korean units attached dug in at the Wonju congressional approval of an 18-year-old draft unless they agree to a flat ban on sending such youths overseas before they are 19 The warning was sounded by Chairman Lyndon Johnson (D Tex) of the Senate Preparedness Committee as the Defense Department disclosed plans to give extra pay to combat troops in Korea Simultaneously the department announced that it will ask Congress for authority to extend for one year all regular enlistments expiring before June 30 1953 It already has such authority for enlistments expiring before next June 30 21-Month Duty 1 President Truman authorized draft-age men to volunteer for 21-month hitches the same period they would serve if they waited to be called for induction They now must volunteer for three years in the Army Navy and Marines and four in the Air Force 2 Some 210000 physicians dentists and veterinarians registered with their local draft boards from coast to coast They are not expected to be drafted but will be available if total mobilization is necessary 3 Secretary of Labor -Maurice Tobin broadened the list of critical occupations eligible for draft deferments Special stress was laid on merchant seamen and skilled shipyard workers The armed services and draft board use the list in granting deferments UMT Proposal 4 National Commander Erie Cocke Jr of the American Legion urged a House armed services subcommittee to approve the defense plan to combine the draft with a form of Universal Military Training by lowering the age to 18 and extending the period of service to 27 months Men 19 through 25 are now liable for 21 months draft service 5 Assistant Defense Secretary Anna Rosenberg revealed today the armed forces will not be able to build up to their new manpower goal of 3462000 men by July 1 She said lack of Jan The Loyalist majority on the new State Democratic Executive Committee today elected Ben Ray Birmingham attorney and veteran party leader as its chairman and voted to seat four Loyalists from the Third District whose election had been contested by States Righters Marion Rushton Montgomery attorney remains Democratic national committeeman for Alabama although foe Democratic National Committee denied him his seat after his break during foe presidential election of 1948 Mr Rushton who was re-elected national committeeman for a four-year term in foe 1948 primary was one of the leaders of the Rights movement in opposition to President Truman over foe civil rights issue Offers Resignation After foe Democratic National Committee declined to seat him Rushton submitted his resignation to the old State Democratic Executive Committee which went out of office today The state committee by mail ballot refused to accept his resignation Gessner McCorvey of Mobile who retired as state chairmen today after- 12 years In the office recited these facta to foe new committee of which he remains a member Mr Ray as foe new chairman then held that there was no action to be taken since there was no vacancy in the position of national committeeman Only if Rushton resigned again would there be any occasion for action Will Not Resign Rushton who was present at foe meeting told newspapermen he did not Intend to resign The question arises whether he will now be recognized as committeeman by the Democratic National Committee Some political observers think it unlikely that foe national committee will reverse its position on Rushton Others however think foe fact that there has been an intervening election since 1948 in which Rush-ton supported the Democratic nominees of foe state primary last May could provide a basis for reconsideration by foe national committee The state committee elected as its vice chairman Circuit Judge Roy Mayhall of Jasper who acted as floor leader for foe Loyalists inaugural address that he would "never again seek public Having reached his goal of the governorship at the age of 48 he (More Pictures on Pages 7 and 12) closed foe door to any future political career with these words: "In my opinion whenever any governor 5ias to weigh every decision that he makes aa to its possible effect on Ms political future then he cannot be a good governor "Because I want to give Alabama four years of good government under capable business executives I made up my mind a long time ago that under no condition would I ever again offer myself for public office on either a city county state or national level "This decision la final and is a promise from me to foe people of Alabama It is a promise that like all others I have made to you will be respected Future "So in foe coming four years If you ever hear anyone say that Gordon Persons la doing foil or that to help himself politically you may take my word right now that such a statement is not correct I
