property taxes The decrease is not as dramatic as when property taxes were slashed in 1978 by Proposition 13 but it comes as welcome news to property owners when the costs of practically everything else connected with property ownership is rising steadily In Shasta County the average pre-Proposltion 13 property tax rate was 8910 It dropped to $458 per $100 value in 1978-79 and to $453 this
