Lyon County folks are wearing down the court house steps fast in their effort to file mining claims in that vicinity A total of 940 mining claims have been recorded in the Book of Records in the Yerington county seat since Jan uary 1 of this year the Mason Valley News declares In the first two weeks of July 96 new claims were recorded with the veteran county official James Barton auditor and recorder Margaret Anfang chief re corder reports that during the first six months of this year min ers and prospectors recorded 844 claims The county was enriched by recording fees from mining claims to the tune of 8940 since the whistles blew on New and the fire crackers banged on July 4th The majority of these claims are filled with uranium although there has not been enough devel opment work to give the county a producer In acreage the land claimed to tals 1880 acres just enough to support a cow and calf when the spring rains fall However when the range is green with grass then you can run a declared that the pub i lie hearing on the matteiywould be held July 25 at 8 pm When the city council changed its meeting time the time for the hearing was not changed ana as a result the public was not properly notified of the abandon ment hearing rancovich suggested that the city council schedule another hearing for August 8 when the regular meeting will be held at 9:30 am The suggestion was agreement naming gambler Gus Greeribaum managing director of I the Riviera Hotel on the Las Vegas Strip Greenbaum former boss Of gambling operations at the Hotel lamingo on the Strip heads a syndicate which plans to lease the newly opened Riyiera from its present operators for $1250000 a year Los Angeles accountant Samuel Pop appeared before the board to outline details of the escrow agreement a prelirrfinary step to the Jaking over of the entire hotel and its casino by the Greenbaum syndicate Greenbaum and other mem bers of the group not named to day comprise many of the former lamingo operators and all have been licensed by the state previ ously Pop said He explained that the Green baum group had loaned the Rivi era group $500000 so that it could continue operations without ex periencing severe financial diffi culty until the new operators could be licensed by the state and by Clark county The hotel has been reported in financial trouble ever since its opening two months Reno The matter came up during a discussion of the pro posed abolition of zone 4 an area which currently covers a good sized area or aownrown Reno from Second St south to about Court St Raymond Smith regional planner emphasized that the pro posed abolition of 4 is not to open the area to gambling He also stressed that zoning may not regulate gambling but may onlyinclude it as a permissive use within a land use area Superfluous Zone At present 4 is a superfluous zone It permits the same com mercial uses as zone 2 its only great difference is that it specif ically rules against gambling Such a specific regulation is not within the province of zoning which must be comprehensive Mr Smith pointed out that a re cent supreme court ruling stated exactly this Regulations are made by an administrative body (in Reno by the city council) and do not come within the scope of zoning Zone 2 provides a commer cial area without gaming Mr Smith noted Zone 3 (essen tially the downtown district north of Second St) provides a commercial area with gaming as one of the permissiveruses 3 is the only zone in Reno that does permit gaming The question considered by the planners was whether to convert the superfluous 4 area to 2 or 3 They were wholly in fa vor of converting it to 2 which would leave it Unlimited Mr Mills then remarked that this make any differ ence that the council intended to remove gaming as a permis sive use from any and all zones in the city The city council would decide where gaming was to be permitted he added This caused considerable con sternation on the part of theplanners Mr Smith remarked that such action would actually leave gam bling a possibility in any zone in the city there being no zone to which it was confined as a per missive use E' A erris board
