way delay in reopen ing Highway 50 across Echo Sum mit several businessmen at south end of Lake Tahoe made a trip this week on snowshoes to check snow conditions on the road They reported that the deepest drift on the highway is at lag pole mountain where the depth is now 9 feet 1 inch The snowshoers including John Lukaske and George Canon re ported to the Lake Tahoe News that only about three hours a day are being spent on snow removal According to the News concensus of opinion of the group that visited the section was that a day or two of concentrated ef fort would reopen the highway 50 Closed Highway 50 is closed to through traffic at Stateline on the east of the summit and at Kyburz on the west One of the arguments is that the highway department should expedite snow removal on High way 50 because naval supplies from Hawthorne and Yerington normally are moved over this route and the detour adds sev eral hundred miles to the trip to the coast The Lake Tahoe News com mended the Nevada road crews for opening Highway 50 from Car son City to Stateline Complaints are also coming from businessmen at the north end of the lake The Council of North Tahoe organizations dispatched 8 resolution to Gov Earl Warren of California demanding better snow removal service from Kings Beach Brockway Tahoe Vista and Car nelian Bay Progress Made On Donner Pass Snow Plows Clearing Drifts Away By UNITED PRESS Snow plow crews are making in clearing away snow drifts on transcontinental Highway 40 on Donner Sum mit the divisions of highways re ported today About a half mile of drifts re main to be 'Conquered yet the di vision said and this is expected to take another three days unless a new storm sweeps the area When the plows finally break through the remaining half mile the division said it will probably be another three or four days be fore through traffic will be per mitted to usethe summit route most direct highway betvyeen Reno and the San rancisco area Intermittent snow and rain fell throughout the day on the summit and steady rainfall was forecast for tonight and Thursday (In Reno rain began to fall in termittently late in the day and more was forecast for Thursday Constitutional test of the new federal tax on gamblers reached the Supreme Court in Washington yesterday Hayes Combs 41 a Washing ton news vender filed an appeal from a ruling against him by a special three judge court here last November Combs is suing Secre tary of the Treasury John Sny der and other officials in an effort to prevent enforcement of the statute The law requires bookmakers and other gamblers to buy a $50 stamp tax and levies 10 percent on their gross receipts In applying for his stamp Combs refused to answer questions about his busi ness employers and the likd on the grounds that the answers might incriminate him The lower court ruled that Combs had no right to seek help from a court for of a criminal is better settled than that it is within the discretion of a court or equity to deny its aid to one who does not come into court with clean it said 7 The lower court also said the gamblers tax was constitutional Combs argued in his appeal that the question of unclean hands has no relation to the determination ol a constitutional question He said the law is invalid because it im posed penalties in the guise of taxes i Mrs Gayle Shaw Taken by Death Mrs Gayle Shaw a resident Ministers Are Taking Part in Nationwide Bible Observance for This Week Members of the Washoe Ministerial Association voted yesterday to participate in a nation wide Bible Observance during Christian Education Week September 28 October 5 1952 The observance will celebrate completion of the Revised Standard Version of the Holy Bible Reno will be one of some 3000 major cities and towns in the nation scheduled to take part in the observance according to the Rev Leroy Brininger tion Division of Christian Educa tion National Council of the Churches of Christ and national director of the observance who out lined observance plans at yester meeting of the association Major Protestant bodies have co operated in producing the revised edition of the Bible These same denominations are cooperating in plans for the observance Up the Word of "There are many reasons for pub lishing a revised edition of the the Reverend Mr Brininger said "chief of which is to put the message of the Bible into language currently used and Three reasons for undertaking the revision were listed by Mr Brininger: 1 The discovery of older and au thentic Greek and Hebrew manu scripts and other data casting val uable light on our knowledge of scripture interpretation 2 Occurrence in earlier English translations of some 300 words and phrases which have now lost or changed their meaning making these passages difficult to under stand and teach 3 Discovery within the last half century that original New Testa ment manuscripts were written in common rather than classical Greek as formally supposed giving us new insight preparing applications for the privilege That was the announcement made yesterday by Orrin Davie of Reno Mr Davie is state director of the ederal Hous ing Administration He said for exceptions for credit restrictions from builders for the construction of 150 units of defense hous ing programmed by the Housing and Home inance Agency for the Hawthorne critical defense area may be filed at his office starting ebruary 21 Applications will be received by the HA office located in Reno during a 15 day period beginning ebruary 21 1952 and ending March 6 1952 after which all ap plications received will be consid ered and selective approvals will be made Needed for Defense Workers The defense housing program for the Hawthorne area represents the estimated number of additional permanent housing' units needed for personnel of thezNaval ammu nition depot Construction of this housing will be assisted by suspension of real estate credit restrictions and by the aids authorized by the Defense Housing and Community acilities and Services Act It is mainly a new and more liberal form of HA mortgage insurance under Title IX of the National Housing Act Mr Davie said these aidsare now available for the housing which is approved for construction on the basis of the applications that may now be filed with his office Eligible for the programmed housing in this area are the in migrant defense workers or mili tary and civilian personnel of the fpllowing defense establishments in the area: Naval Ammuni tion Depot Of the 150 housing units planned for the Hawthorne area 50 are to be rental and 100 sales housing Of the rental units five are pro grammed as one bedroom units with a maximum monthly rent of $65 30 as two bedroom units with a maximum rent of $75 and 15 as units of three or more bedrooms with a maximum rent of $85 Of the sales units 50 are programmed as two bedroom units with a maxi mum price of $8500 and 50 as units containing three or more bedrooms with a maximum price of $9500 Selective Basis In order that the housing con structed under the program may most nearly meet the needs qf elig ible defense workers (and military personnel) in the area the HA office will approve applications of builders on a selective basis taking into consideration the following factors: a I The proximity of the site the proposed housing to the estab lishments where eligible workers are employed and the desirability of the site with respect to transpor tation commercial and community facilities and services utilities street improvements and similar relevant factors 2 The rents or sales prices pro posed to be charged the size of the units in terms of the number of rooms and bedrooms proposed to be provided and the relationship be tween the accommodations pro posed and the proposed rent or sales prices 3 The capacity of the applicant to perform the undertaking for which he is applying for assistance Routine When a application is approved he will receive a certifi cate of inclusion in the defense housing program for the number and types of housing units allotted to him This certificate carries with it the privilege of relaxed credit controls eligibility subject to re quirements of the National Housing Act for Title IX HA mortgage insurance and eligibility for par ticipation in the ederal National Mortgage Association purchase set aside for the HA insured or VA guaranteed mortgages on pro grammed defense housing The builder of either rental or sales housing for which a certifi cate has been issued will be allowed 60 days in which to start construc tion a period which can be ex tended by the HA office is justi fiable reason is given for failure to proceed If a approval be comes void because of failure to start construction the units may be approved by the HA for con struction by another builder Under the terms of the Defense Housing and Community acilities and Services Act if within 90 days after this announcement private builders or eligible mortgages have not through bona fide applications for federal assistance provided for defense housing indicated that they will provide the housing programmed for the area the fed eral government may proceed to provide permanent housing as nec essary to meet the unfilled needs of defense workers and military per sonnel The extended period of time dur ing which applications will Action in Los Angeles By UNITED PRESS At Las Vegas yesterday three El Rancho Vegas stockholders filed suit in federal court asking a re ceivership for the $5000000 Las Vegas hotel and gaming casino The suit was brought by Attor ney Joe Orloff Josephs and Martin A Clemens who charged management of the resort failed to cut stockholders in on its rich profits The three said they bought $98 36886
