PAGE SIX NEVADA STATE JOURNAL RENO NEVADA WEDNESDAY MARCH 2 1955 Three New Vegas I A Hotels Ltasei Riviera and Royal Nevada Get Theirs Outright Desert Spa Conditional Cory Praised Horan And arnsworth Blamed CARSON CITY March 1 The Nevada Tax Commission abandoned today its self imposed ban upon the granting of major gambling licenses by issuing gam ing permits to three new Las Vegas strip hotels Both the Riviera and the Royal Nevada multi million dollar projects won outright gambling licenses although the commission instructed its enforcement staff to scruti nize carefully persons to be employed by both as key gambling men The third the Desert Spa which has been plagued with financial problems in recent months won a conditional li cense At a meeting held early in ebruary the commission adopted an informal policy of refusing to approve major li cense Applications while the leg islature remained in session This was caused by resentment over the action of the legislature in enacting a law slapping a moratorium upon approval of all new license applications for the duration of the 1955 session and for 30 days thereafter Change of Min'd Commissioner Paul McDermitt of Las who proposed the original ban told his fellow com missioners he had been thinking the matter over and had changed his mind He explained he did not think it was fair to keep major casinos and resort hotels from opening and thus deprive hundreds of persons from getting jobs and possibly jeopardizing multi mil Jion dollar investments All three Las Vegas hotels are about ready to open They wi 11 bring the number of luxury ho tels on the so called Las Vegas strip to 11 All of these applications were submitted to the commission long before the legislative mora torium went into effect late in January The moratorium law applies only to applications filed after passage of the bill and its approval by the governor Riviera Licensees The Riviera's licensees include the following: David and Myer Gensburg 15 per cent each Bailey 10 Arthur Marx 5 Gummo Marx 3 Jack Goldman 15 Harry Bobbin 5 Murray Saul 10 and Nate Schlaifer a percentage of the net profits for acting as casino boss Licensed at the Royal Nevada were: Roberta May Simon 10 per cent Joe JLeibman 2 Herman Nohen 7 Barnett Rosenthal! 41i: and Al Moll 76 The Royal Nevada partners told the commission they had reached an agreement with rank ishman one of three proposed interest holders found objectionable by the commission to purchase for $200000 deben Second Hearing Conducted On MilkControls CARSON CITY March 1 Another argument studded con fusing public hearing was held in the senate chambers today upon SB151 the milk price control bill The hearing second held within the: past week was conducted by the joint livestock and agriculture committees with Sen Ralph Lat tin (R Churchill) presiding Producers distributors re tailers and consumers were all on hand to oppose or urge passage of the controversial measure Argu ments continued for nearly three hours and when the hearing ended several lawmakers declared they were more confused than they had been when they sat down as the meeting began Southern Nevada Opposed A major southern Nevada dis tributor and 22 dark county pro ducers voiced opposition to the measure Stan Sponholz representing the Anderson Dairy and the Rancho Grande Creamery said southern milk problem was dif ferent to that of western since Utah milk is already being brought into the region in large quantities without interest over'a 20 month period Desert Spa Conditions 'The Desert Spa license was made conditional upon fulfill ment of three things: Proof that a $200000 bankroll is put up Placing of $75000 in escrow to buy out completely interests formerly held by Sol Gershen horri and red Weichmann found objectionable by the com mission And signed agreements by all creditors that the hotel will be extended time and credit to meet its pending obligations Licensed in the hotel if these things are done will be: red Trevillian 15 per cent Charles Marems 6 Paul Agsten 4 Paul McDonald 2 B'B Lennon 2 David Caplow 17 Jack Rosen 2 A Toberoff 10 and Walter lures held bv him in the project Stutz 16 CARSON CITY March 1 Gov Charles Russell declared to day he has no intention at the present time of firing John Cory as chairman of the Nevada Indus trial Commission Later in the day the assembly NIC investigating committee praised administration and recommended the firing of his fel low commissioners Ccil Horan and Joe arnsworth i statement followed a ruling by Attorney General Har vey Dickerson holding Cory was ineligible to hold the post at the time he was named NIC chairman 19 months ago since he did not have five years experience as actuary as the law requires Dickerson added that Cory still eligible to hold the chair manship under the existing law But Russell said Cory was ap pointed in good faith on the basis of a ruling by former Attorney General William Mathews that he was eligible The governor added that he had been advised that actions and those of the commission since his appointment have been legal and valid Russell said that in his opinion the only way right to hold the job could be challenged would be for some person to take the issue to court The assembly investigating committee filed a separate report on the NIC investigation con ducted by it and by the five man senate judiciary committee The committee agreed with the attorney general that ap pointment in direct violation of the But its members said that abilities of Mr Cory while they would be greatly enhanced by actuarial knowledge and experi ence have been demonstrated and would appear to have been suffi cient had he been aided by con stant actuarial The report added: abilities of Mr Cory are KNOW HOW IT EELS TO HELP WEAR THIS BUTTON PROUDLY! Battle Mountain Anna Crawford 1087 per cent Pioneer Club Las thoroughly demonstrated by his presentation to the committee both by oral testimony and docu mentary evidence Service as per formed by Mr Cory since his ap pointment will continue to be valuable to the commission He has demonstrated to the commit tee that he is an able administra tor and has gathered about him men and women employes to carry out the provisions of the The committee made five recommendations as follows: 1 That the NIC act be amend ed to remove the requirement that the chairman have five years ex perience as an actuary in favor of a requirement that he have at least five years administrative ex perience in insurance or similar types of business The require ment that the chairman have a degree in business ad ministration or its equivalent would also be deleted 2 That the NIC hire an actu ary dr an actuarial firm and that no rate determinations be made without their advice 3 That the present require ment that the governor approve all hiring done by the NIC be eliminated 4 That services of Com missioners arnsworth and Horan be terminated keeping in mind the retirement status of the in dividuals 5 That a legislative "commit tee be appointed to study the NIC for the next two years making recommendations as to its future to the 1957 legislature The com mittee found that it had concluded that from July 1 1953 to the pres ent time that the commission been operated without an effec tive three man commission de liberating and determining the policies of the commission for the purpose of executing the
