SAW ANGELO Wednesday May 23 13A Ballinger facing water crisis official says BALLINGER (SC) Ken CMfrl -project engineer for the new Ballinger Municipal Lake told City Council members Monday night that which would reduce costa Choffel said It would be necessary to secure a permit for the use of Spence water hum the Colorado Municipal Water District Also it would be accessary to procure easements for water use from land owners on Colorado River who have irrigation rights or permits Be said water quality from Spence is poor but when the water is mixed with water with the old Ballinger Lake it would
