Nevada Stale Journal riday June 10 1968 William Buckley 4 MT EDITORIALS Realtors Go Into Battle ight Cellar's Title IV Reno real estate men have joined with other realtors throughout the nation in an attempt to bring about the defeat in Con gress of Title IV of the Rights Act of 1966" Certainly the Congress the courts and the Kennedy and Johnson administrations have made major and much needed strides in the field of civil rights during the last several vears and probably even more such legislation is necessary However the measure under fire by tlie real estate men of the nation introduced early last month by Rep Emanuel Celler New York Democrat appears to be tho work of extremists who are bent on inflict ing civil rights legislation on the American people with such a vengeance they will de stroy the gains made so far and with it destroy the civil rights of property owners The president of the Reno Board of Realtors has said Title IV of the bill wipe out a basic right of all citizens con sidered unassailable since the founding of nation the right of free His contention is clearly understandable in the light of the wording of the measure What Rep bill will do put in the simplest and most blunt fashion is to give the federal government the power to force a property owner with property on the market to sell rent or lease a dwelling to any person without regard to race or reli gion It would also prevent a real estate broker or salesman from following the wishes of the property owner in handling the property It has long been a basic tenet in America that a contract must be agreed up on by both parties or it is not a valid con tract If Title IV is approved it is evident this tenet will no longer stand for if the prop erty owner refuses to rent sell or lease his property to someone not of his choice the federal government can then take him to court and force him to become an unwilling party to an agreement Tins is coercion pure and simple and is taking the theory of civil rights to the point xvhere the American people should rebel If they do not a day wall come when the government will dictate the terms of every transaction Guaranteeing civil rights in America is a wonderful and necessary goal but it should be remembered that civil rights ap plies or should apply to majorities as well as minorities If this obvious and oft re peated phrase is forgotten great harm will result in tire democratic system avorable Appraisal A lieutenant colonel who served in three Vietnamese conflicts was assessing the qualities of the soldiers he has commanded at tire different periods In his opinion the young men serving today in Viet Nam come out hitjli on the list Urey are better trained better informed in more intelligent and much easier to work with than those of tire and he says It is to see why they are better trained They har been trained by men educated in war by two decades of either active engagements or high level military readiness The United States went into World War II after two decades of thinking peace and keeping military forces at mini mum strength If he is right in the rest of his assess ment however it must speak well for the America has been educating her chil dren lately It is popular to believe that young people are spoiled and lazy and to take as their image the bearded and irresponsible beatnik Those who will look about them how ever will see a different and more positive picture They wall see youngsters working hard at jobs and their education learning more than their parents and grandparents did In short America need not despair over its younger generation Most of them are more informed more flexible than their parents and with a good sense of responsi bility Which reflects credit on the older gen eration too it? The Pentagon instantly denied the Red Chinese stuck by their ac cusation and the jitters went on for a few days finally dissipat ing as most news stories do when the prospect for an objec tive adjudication appears to be forever unlikely Then there was the question whether a US Marine at Guan tanamo Bay in Cuba actually fired on a Castroist provoca teur the versions breaking down as would be expected: Yes he did (say the Cubans) No he (says the Penta gon) My informant leads me to in fer that in both cases the Com munists were correct ie yes the US plane went into Chi nese sanctuary yes the Marine shot at the Cuban The point to consider my correspon dent writes is that the so called and doc trine governing US military practice is an abstraction of limited usefulness Sophisticated American ob servers not to say Pentagon of ficials ought out of a knowl edge of human realities to rec ognize that an accusation is not necessarily false merely be cause the Communists have lev eled it tempting though it is and for the best of reasons to Tlie Command and Control system is something we have set up under Secretary McNa mara and at the cost of "liter ally says my corre spondent which permits the No 1 people (the President the Joint Chiefs of Staff) to pick up the telephone and instantly com municate with No 2 people at the headquarters of all US cen ters of operation whether at Saigon or Guantanamo Bay or Berlin or Michigan State Uni versity The fact of Instant communi cation encourages the Adminis tration to believe that its stand ing orders are obediently car ried out Acting on this assump tion the Administration consid ers it safe to deny without em pirical investigation any charge that our agents in the front lines have disobeyed standing instructions such as that no Chinese fighter plane will be pursued into Chinese territory or that no Cuban Communist however sassy will be molest ed provided he launches his ag gressions from consecrated Communist territory In point of fact there are three stages of communication The first is as described be tween the Pentagon and its area commanders The second is be tween the area commanders and their battleground head quarters The third is between the battleground headquarters and the who are actually in the field defending the Unit ed States but also and not in cidentally defending them selves instructions for these last" writes my informant "are usually not written out for the operators but the oral brief ings boil down to what always has been and always will be fighting point of view: if shot at got get the bas In the case of the fighter plane streaking at 600 mph over the air and defending it self in a life or death encounter with the enemy geographical niceties of the kind that mean so much to Pentagon clerks and White House Presidents have a way of immaterializing And the lonely marine at the outermost point of the Guantanamo Bay area hit by a rock flung from the north is just liable to fire in the direction from which jf came without checking in with the Joint Chiefs via CINSEUR and COMUSMACV or whatev er Is all this a lesson in the vin dication of the thesis of Strange love that a nuclear war might be detonated as tlie result of a single impulsiveness Not really: an atomic war to be detonated requires the syn chronization of too many peo impulsiveness to upset thl steeply banked probabilities against accidental apocalypse? But the lesson does suggest once again the conceits of com puterized warfare: the supersti tious notion that because Secre tary McNamara has the means by which instantly to communi cate big orders to the further most trench and because his or ders have been that no water pistol will be fired beyond the 50 yard line that it automatical ly follows that his will was done There are human limita tions on the enforceability of any will however many billions of dollars are spent in registering its inflections with lightning like speed all over the world Generals Relax at Taxpayers1 Expense Photographers Irk Jackie's Neighbors By JACK ANDERSON WASHINGTON While Ma rines are fighting and dying in tire Viet Nam jungle some of the brass hats at home seem more preoccupied with tlie priv ileges of rank Lt Gen Victor Krulak the Pacific Marine commander re cently commandeered a Marine transport plane for example to fly him from Pearl Harbor to the outlying island of Maui for a few days of golf and relaxa tion He and his aide Capt Ed ward Townley were the sole passengers Unhappily the plane was too big for the small resort air and the left wing got snagged on the sugar cane alongside the runway causing the plane to veer into the cane field The general emerged un scathed his golf clubs intact but the right engine and landing gear ripped off Gen Krulak have to about the repairs The taxpayers will foot the bill Maj Gen Herman Nickerson the Camp Lejeune NC com mandant returned from a Cal ifornia inspection trip ith three chukar game birds which he picke up on a side trip from Camp Pendleton to Barstow Camp maintenance mm com plain that they were ordered to build a cage for the birds com plete with an electric fence in the yard He also directed them to build a small stable they say for his horse The general confronted with this evidence insisted to this column that he and some friends did most of the work and that he paid a carpenter out of his own pocket to add the finishing touches He acknowledged that he had obtained Defense Department approval to spend $25000 of nonappropriated funds to build a larger corral and stable for the base but claimed the horses are available to anyone on the base It will be interesting to see if any enlisted men ride Gen Nickerson also admitted that he had ordered his confer ence room paneled and carpet ed and that he had spent $1600 to put up a brick sign at the base entrance reading "Camp He agreed under questioning that some of the enlisted men's barracks particularly for the recruits in infantry training were in a poor state of repair He claimed however that the money spent on the stable pan eled conference room and fan cy sign couldn't be used to im prove the barracks he explained not interchangeable" More Marine Beautification At another Marine base Quantico Va maintenance men have complained about painting the steeple on tlie memorial chapel The steeple perhaps in appropriately is an upright missile which some said was turning green Mrs rederick Wieseman wife of the commandant likes a tidy base She used her influ ence first to get the club painted then to transform the unsightly missile from fad ed green to a white colonial looking steeple Some maintenance men grum bled that they were poorly equipped for steeplejack work and that the missile's surface would cause a never ending peeling problem if it were cov ered with paint But other work ers who favored a camouflage job on the missile steeple vol unteered their services (The cost of painting the club it should be added came out of nonappropriated funds) These are some of the prob lems that are occupying the brass hats while their men are facing enemy bullets in Viet Nam NOTE In fairness it should be said that all three generals have excellent rec ords and would be Qad to serve in Viet Nam Snooty Neighbors The neighbors of Mrs Jackie Kennedy in Somerset Hills NJ are not too about having the former irst Lady living among them In the first place most of the exclusive set where Jackie Merry Go Round weekends is Republican Sec ond Jackie attracts photogra phers Pleasant Valley where Jackie has taken a house is a closed community wdth a fence around it and gate with a guard at night At one time after Jackie ar rived the gate was locked to keep photographers out during the daytime but this also kept out the garbage truck and the residents of Pleasant Valley de cided they would rather have photographers in than keep the garbage truck out Photographers have been es pecially prevalent on weekends Jackie comes out with her children to ride So the leaders of Pleasant Valley decided that Jackie could not hunt on Sat urdays Shortly after this decision was made a phone call from Doug las Dillon former secretary of the treasury in the Kennedy cabinet stating that if Mrs Kennedy could not ride on Sat urday the hunt could not pass over his farm Since Doug Dillon owns the best farm in the area for hunt ing purposes the leaders of the hunt quickly countermanded their edict Jackie even with photographers is now permit ted to hunt on Saturday irst Negro Senator Democratic leaders in Mas sachusetts are greatly dis turbed by a private poll which indicates that Republican Ed Brooke the popular Negro at torney general of their state will defeat either ex Gov En dicott Peabody or John Collins mayor of Boston regardless of which wins the Democratic pri mary for US Senator In the GOP primary Brooke will win easily perhaps with out opposition However Pea body and Collins face a tough head to head struggle with Col lins having a slight edge both in the Democratic party conven tion which only endorses and the Democratic primary in Sep tember which makes the final selection The race is for the vacated to respond to ounds when we enter the room shut the doors or deliberately make loud noises How can we definitely learn if she hears? Are there tests for children at this age? Our anxiety mounts each Mr and Mrs Rhode Island Dear Mr Mrs Your concern and anxiety about the possible problem with your hearing is particu larly understandable to those of us who deal with deafness in our practice Occasionally children do not respond as readily to sound at a very early age and may un necessarily caue the fears that you seem to have We hope that this is the reason for your child's lack of response More often however physi cians are distressed by the fact that parents suspect a hear ing impairment and in a mis guided way pay no attention to it hoping that it will disappear by sheer neglect The too shall at titude can deprive a child of many months of earlier study and proper treatment for a hear ing impairment if it really ex ists Many tests are available for the tudy of the hearing of the very young child There are even some that can study the hearing of a newborn infant by watching their reflex reactions to sound Children who do not react sat isfactorily can be repeatedly tested until a definite decision is arrived at Unfortunately the tests of in fants below the age of six to eight months are unsatisfactory and unreliable After that age the tests may yield a little more information Tests for studying the hearing of infants take advantage erf noises signals toys eye re flexes blinking and the startle response to a loud noise The electroencephalogram (EEG) and the galvanic skin responses are performed at an older age As the child gets older there is greater reliability to the type of testing that can be used There is a test used successfully about the age of three years A group of educational toy are used for play testing Tun ing forks and audiometers can then be used to establish a defi nite diagnosis The earlier the diagnosis is made the earlier tha child can be given the advantages of the great scientific advances in speech training speech read ing and amplification of sound with hearing aids The anxiety of parents can become so great that they some times place themselves in the positicHi for exploitation by those outside the realm of hear ing experts Your child must be followed by an otologist (hearing specialist) until the exact diagnosis is established Only then can she be given the greatest advantage of growing into and being a happy produc tive human being SPEAKING YOUR HEALTH Sauna and intense steam baths can be very devi talizing to people with heart and lung conditions Use them only with the advice trf your physician Walter Yankee Satellite Patrols USSR Russians Eye US NOTES A SPACEMAN A Yankee Doodle satellite equipped with aerial cameras patrols the Soviet Union seven times daily Of course the Rus sians have returned the com pliment Our sky eyes are also looking at Red China US space experts believe the Russian space program has cost the lives of at least ten astro nauts If there is a dead Russian spaceman whirling in the wild blue yonder the in tense cold will perfectly pre serve his body for centuries to come Space cameras can take clear pictures of a golf course on earth from an alti tude of 300 miles While orbiting the earth an astronaut witnesses 18 sunsets in one day Since the earth rotates west to east rockets are al ways launched eastward Con sequently a rocket just sitting on its pad is already speeding eastward at 1000 mph just as you are right now Space suits have a built in air conditioning plant The Air orce's Space light Simu lator is a remarkable device that duplicates everything an astronaut actually hears sees and feels Without leaving the ground he can experience the Sounds motions and sights of a flight to the moon and be yond Every piece of space equipment undergoes rigorous tests even zippers As tronauts are injected into orbit at a velocity of 25600 feet per second The fantastic cost of the lunar program: Over 10 million per day Broadway Infrared ray space cameras make targets visible in tha blackest night Radar pho tography takes sharp pictures of the ground through thick clouds Our weather satel lites now provide information for meteorologists around tha world Broken Bread of Life A Bailey A man once said to Dwight Moody do not see that 1 cannot be just as good a Chris tian outside the Church as with in Moody said nothing but stepped over to the brightly burning fire and picking up a blazing coal in the tongs al lowed it to burn by itself In silence the two men watched it smolder and go out said the man and the next Sunday this silent mes sage led him to attend church The coal divorced from the fire will soon cease to burn tha Christian divorced from the fel lowship wall soon cease to glow!
