SAN ANGELO Thursday April 26 1983-ID 1983 Texas Legislature Both proposals are sponsored by Rep Hugo Berlanga D-Corpus ChristL "Although precise figures are difficult to pin down experts believe that between 20000 and 50000 children a year (in Texas) simply Berlanga said "Some are abducted by strangers some are runaways Traditionally parents have had tremendous difficulty in obtaining Information to aid in their search for children" The identity of missing children if located either dead or alive could be identified through the fingerprints he said Juvenile board proposal AUSTIN Several West Texas counties like others in the state are counting on legislative approval of proposals establishing local juvenile boards to avert the possible loss of state funding Their concern stems from action by the 1981 Legislature which created the Texas Juvenile Probation Commission Its main responsibility is tunneling state money to local probation departments Counties across the state have been scrambling to establish local probation boards because of a state restriction prohibiting payments to local departments lacking juvenile boards The prohibition is effective Sept 1 Several of those bills were approved by the House County Affairs Committee Wednesday and recommended for placement on the House focal and consent calender That calendar is reserved for uncontested legislation Approval of juvenile boards were recommended for several counties Including: Ward County That proposal carried by state Rep Larry Dai Shaw D-Big Spring would cost the county an estimated 82400 per year Judges from the county court and district courts with jurisdiction in the county would receive local supplements for service on the board Howard Martin and Glasscock counties all to be in the 118th Judicial District juvenile board That proposal alao carried by Shaw would cost about 890000 in 1984 and an estimated 8126000 by 1988 Howard County would pick up 85 percent of the operating cost each year Martin County 12 percent and Glasscock County 9 percent Culberson and Hudspeth counties That two-county juvenile proposal already has cleared the Senate where it was sponsored by Sen Bill Sims D-San Angelo Shaw is carrying the measure in the HOuse That proposal would cost the counties about 87000 annually Wildlife Commission growing1! AUSTIN What appears to be a gentlemanly struggle for control of the Texas Parks and Wildlife Commission took another turn Wednesday The Senate sent to the House on a 24-6 vote a bill to expand the commission from six to nine members the same bill the Senate refused to consider for final approval two weeks ago At the time Sens Carlos Truan D-Corpus Christi and Chet Brooks D-Paiadena said some senators opposed the bill because if it passed a majority of the commission could be appointed by Gov Mark White a Democrat That possibility would mean the present commission's majority appointed by former Gov Bill Clements a Republican would become the minority- Already the board has two expired terms waiting to be filled by White Those positions are now held by strong Clements supporters Fort Worth oilman Ferry Bass and James Paxton of Palestine Both appointments ended Feb 1 but they are' staying on until White makes his new appointments The staff has Mid White prefers to wait on making among partners in a drilling venture in Midland County Dwayne Hamilton and Myrlene Dillon complained in their suit that Texas Oil Gas failed to properly carry out its duty as operator in the drilling venture The company originally staked a drilling site and received approval of all partners to begin work on a well However Texas Oil Gas later realized the stake had been put in the wrong place and it was moved 1323 feet away Although the Railroad Commission was notified the partners and they later sued for breach of their partnership agreement gross negligence and violation of the Deceptive Trade Practices Act the 822000 taken in motel taxes last year was leu than usual Primarily because the motels are not paying the motel occupancy tax With the Riverside loss Wilson said only three
