AUGUST 25. 1940 STEADY VALUE RESTS IN LAND Pointing to the desirability of leveing real estate cycles and creating sound long-term values, Federal Housing Administrator Stewart McDonald recently declared that on these two needs rested the question of price stability in real estate. Neighborhood blight with its devastating repercussions on values and tax income is one of the glaring weaknesses of American cities, he continued, and its correction and future prevention must be sought as a basis for strengthening the value structure of real estate. Officials See Control Need "There is a growing realization today or, the part of municipal officials," Mr.

McDonald asserted, "that haphazard growth always leads to declining tax revenues and fiscal troubles. Towns everywhere are placing far more emphasis than ever before on planning, zoning, and subdivision control measures. They no longer proceed on the theory that control measures are not needed, nor do they accept neighborhood blight as part of the life cycle of properties and a symptom of growth." Public officials are now looking for means of restoring old neighborhoods and preventing Blight, he continued, and they no longer expect commercial expansion in itself to overcome decay. Value Destroyed by Decay "Premature decay of neighborhoods, due to failure to provide for orderly town development," Mr. McDonald pointed out, "has cut short the economic life of thousands of properties, and millions in property values have been destroyed through wasteful methods." The land planning division of the Federal Housing Administration, he said, cooperates with local communities and outlines the benefits of city planning and proper land-control programs.

"The shrinkage of tax receipts," he declared, "is gradually convincing town officials and showing them the way. Here the FHA can exert a powerful influence, for it is entirely within our function to withhold insurance of mortgage loans on homes in neighborhoods not properly developed or on homes not desirably located with respect to public conveniences. "It is also a part of our business to aid builders and others in planning neighborhoods and to encourage real estate interests to seek home buyers in areas of the proper kind." (Journal Photo) FHA STANDARDS BOOSTLEVELS Accomplishments and results of the Federal Housing Administration's efforts to encourage better residential construction standards are clearly evident to any observer of the newly developing districts in a city where home building has been active during post-depression period, according to FHA officials. In place of the typical urban development of homes crowded closely together along main highways, once a characteristic feature of home building, one now finds the typical small-house development located near the maw highway but with quiet local streets that afford no attraction to through traffic, they explain. Streets Better Adaped Streets are now better adapted topography, trees are preserved wherever possible, and care is taken to preserve the topsoil, FHA officials say. The excessively long and narrow lot has given vay to the shallower but wider lot that is better adapted for living requirements, architectural appearance has been vastly improved, and the quality of construction generally has been raised. FHA Credited Unsolicited testimonials indicate that observers have been almost unanimous in giving the FHA great credit for these trends.

They recognize, say FHA officials, that its influence extends far beyond the houses on which it actually insures mortgages. The Japs know we then be the only obstacle. Will they gamble on the chance that we won't act? Will they grab the Indies before we can move and hope that U. S. citizens will shrug their shoulders and mutter, "Why should American boys defend Dutch possessions in the far-off Orient?" It seems a good question. Why should they? I will give you the reason.

Can you imagine a U. motorized army of scout cars tnicks, airplanes, without rubber tires? Could the U. S. or Canadian industrial system function with tireless automobiles, trucks and buses? I doubt it. We and our Canadian brothers must have rubber! Our new synthetic rub- ber--Ameripol--will not be ready in sufficient amount for severa years.

The Dutch East Indies are our principal source of nat ural rubber although we ge some from Africa and some from Brazil. So Japan is hiking our bid of an embargo on scrap iron and oil by getting set to pounce on the Dutch East Indies. Of course, President Roosevel says it isn't an embargo. It ony a licensing system--but a exporters here in San Francisco say, "Try to get a license!" Ninety thousand will be used for an addition for additional hotel space, while 538,000 is to be used for an addition to house a new cocktail lounge. Citing figures which indicate that the broad channel of the housing market runs through the 53 per cent of the families whose annual incomes range between 51,000 and 52,500, Mr. McDonald said that i these families had largely been ig- nored because of the lack of proper planning and organization. "We saw a need for providing a means by which these families of limited income could obtain homes. The FHA was also interested in seeing to it that these families obtained a square deal in their transaction, thus achieving the longer range objective of improving the housing standards of the country. Because of the FHA's activities the confidence of the public is slowly returning, and we are today witnessing a growing volume of small home building activity." For wood shingles, cut shingle nails are said to be best; and for composition shingles and roll roofing, large headed roofing are preferred. Never use ordinary wire nails. Roofing nails come in different lengths and should be selected according to the thickness to be penetrated. For two layers of wood shingles, 5d (fivepenny) nails are best and for one layer 3d (threepenny) nails are sufficient. (Special)--Forest rangers extinguished two small fires in the south Tahoe district this week near the Luther Pass road into Hope Valley, and another blaze near the storehouse of Young's Bijou resort.
