invested royalties are used to fund academic scholarships at Angelo State University In addition the Foundation board authorized the Foundation to gain exemptions from local property taxes on counties where the Carr mineral interests are located which could save another $183953 ASU already has sent in severance tax refund requests for 1984 and 1985 to the state office aSU President Dr Lloyd Vincent said Friday The Foundation is requesting a refund of $3654721 for 1984 and a refund of $3153891 for 1985 Vincent said University officials are in the process of preparing records to request refunds for 1986 and 1987 and will not pay severance taxes for the current year he said The amounts for those years may be slightly less because of the lower mineral prices he said Committee members received a ruling Thursday from the state offiefe exempting the Carr royalties from the taxes Vincent said The severance tax savings win double to more than $80000 a year when the royalties from Nona estate are added Vincent said He estimated the university win begin receiving those royalties in about two years Mrs estate is till being handled by the executors and is under review by the Internal Revenue Service Vincent said ASU began receiving royalties from Robert estate about 2V4 years after his death Vincent said Foundation Committee members also authorized Foundation attorney PB Shannon of San Angelo to advise aU appraisal districts in the 18 counties where the Carr estates have mineral and royalty interests that those interests are exempt from local ad valorem taxes The Foundation has paid between $40000 and $50000 a year in ad valorem taxes on Mr royalties Vincent said ASU also will ask the taxing entities in those counties for refunds since 1984 The university has paid a total of $131555 from 1985 to 1987 and has $52398 in taxes pending this year that money will end up going back to the students The counties will get more back from the scholarships than they ever spent in Vincent said Ad valorem taxes paid to entities in 1987 ranged from $3191337 to Gaines County taxing entities to $358 to Winkler County Reeves and Loving counties did not receive any ad valorem taxes from the mineral interests records show Please see CARR Page 2C Algae presents risk to Pecos River fish PECOS (AP) State biologists are closely watching a strain of algae that again is threatening to kin large numbers of fish in the Pecos River Texas Water Commission biologist Terry James said a 20-mile stretch of the Pecos River stretching north from Interstate 20 is contaminated with the slgae which is known as Pyrmnesium parvum algae The strain which is unique to the Pecos River and has never been found anywhere else is blamed for the deaths of an estimated 300000 fish in late 1986 and the deaths of about 30000 fish in November 1985 The algae strain becomes deadly when it releases a chemical during its growth that paralyzes the gills of fish suffocating them officials said The toxin released is similar to one that killed thousands of fish in the summer of 1985 along the Gulf Coast during the infamous It also is similar to an algae discovered several years ago in Israel Attempted to buy a total of 11 stations in Texas and Georgia Foster said the prospective buyers failed to fund the $150000 escrow letter needed for the purchase He said the group filed a fraudulent letter of machine if they so request Replacing the bingo balls with new ones every six months Granting comptroller employees the right to inspect bingo equipment at any time In addition Bullock said the regulations now expressly prohibit tampering with or modifying bingo equipment so that numbers are not chosen randomly Also changing numbers or symbols on the face of the bingo cards is prohibited
