WEST WISCONSIN RAILWAY. gocnl The Holly Plan submitted to tUeCpm- ml "ee prpmUe. to Shore project the coil of the two Plaim. Last night there was a meeting of the Wfttor Works Cbnimitteo and city officers at the office of City Clerk Mahoney, to listen to a statement relative to the Holly plan. Wm.

C. Weir, hydraulic engineer, who represents the Holly Manufacturing Company, appeared before the body. The Holly Plan of Water Works proposes to lift water from tho lake by a pump worked by engines, and pour it over the city through mains und pipes, dispensing with reservoirs entirely. Any person who has necn the marine pump work, lifting from a wreck nutl discharging with great force a body of water us large as a hogshead, will understand the plan. They Lavo only to connect a main with the discharge pipe of the pump to get the whole working plan of the Holly works.

The whole thing looks too simple and "small," if we may use ths term, to bo of any possible benefit in a city needing so much water for daily use ns Milwaukee. Mr. Weir disabuses our minds of this idea entirely. He shows that the pumps he would put in would raise the necessary say 0,000,000 callous and tho power to send it to any part of the city would be sufficient For instance: tho pressure -upon the pipes by water going from a reservoir through these would be 80 pounds to the square inch. Tho Holly plan could raise this force to 200 pounds to tht.

square inch if necessary. It has the advantage of giving just such pressure as is needed, and during those hours of the day when but little water was needed in the city, the pressure could be reduced accordingly thus diminishing iu just that proportion Ihe cost of fuel aud wear and tear of machinery. Mr. Weir vent at length into scientific details of the superiority of the system. These details would not be of interest to the general render.

The superiority of the Holly engines WES shown by the statement that ten. pounds of water could be reduced to steam by them with one pound of coal We have no desire to dispute Mr. Weir's but the story is a good large ono, nnd us ex-iiinyor Kirby would say, the Holly engine beats sawdust out of sight. AVc publish below the report of Chc-se- noro, relative to tho lake shore project No. 'J, which has been adopted by the Water Works Committee.

Mr. C. shows that this projont would cost Mr. Weir tells us that the namo machinery, pipes, for HO miles of water pipe would cost Mr. Cheseboro' shows that the cost oi maintaining tiirRC works, running engines, fuel, Kcrvioes and general expenses for supplying 7,5 Report of the Committee of UieCham- tmrbf Commerce to tlurt Road, Its Present State and Future What tlieCl.amber Snould do-Rriolntloni by the Chamber.

To the Milwaukee of dynrnOffe: GENTLEMEN: -Your committee have within a few days had the pleasure of passing the first division of the West Wisconsin Railway, now completed'from Tomah, in Monroe county, and on the line of the St. Paul Railway, to Blaok Biver Palls, in Jackson county, and would bog leave to submit tho following report: The West Wisconsin Kaflway ia built to meet a want long felt by the people of Monroe, Jackson, Eau Claire, Dnnn, Pierce, Buffalo, St. CroiK, and adjacent that is, direct railroad communication with Milwaukee, tho metropolis of the state. The road IB designed to run through the counties named, from Tomah to Hudson, a distance of one hundred and fifty miles. It now reaches Black Kiver Falls, a distance of thirty-two miles, and is one of the best built, and most substantial pieces of cew road we have seen.

It shows that the managers and contractors of the road are men who thoroughly understand how to build a railroad, and reflects no little credit upon the management From Black Kiver Falls the road will be built tliis winter and the coming summer, to Eau Claire a distance of 58 miles, thus giving our city an addition of 90 miles to its present railway system. Tour Committee were picas ed at the energy and business like manner in which Mr. D. A. BALDWIN and his associates have pel-formed their work, in opening and building so much of the road, and A Hit of a Crash and ConsXKraUe of a present City Hall b441d.iug was alwaj? Ippkedjipon SB a dangerous structure.

We do not mean as particularly dangerous to, tbeiinterests of MHvraiikee, although it is run I)y. deino- crats and IB looked upon sa a democratic institution. something even in refer more tathe.cp'n'difiohjof the building itself. It was Irailt we believe, as a Seventh :W.ard iimrket house, and was so'nsed until 1860, it was remodeled and has since been used for city purposes, the offices of the government being, therein. In remodling, the building was not made as strong as it might have been, and when meetings have been held in tho Council meetings and rousing ones, like democratic conventions, there haye been crashes and settlicgs that have at.

times driven audiences out of it in quick time. Yesterday the walls of the building showed evident signs cf giving Evidently tho foundation Imd settled, and the walls cracked and bulged, and in-some places looked very dangerous indeed. Tie outside walls stood firm, the settling being confined to the inside work. This morning the building was considered dangerous, and was locked up, but an architect examined it and declared there was no particular danger. So it was opened again, and the crowds commenced to flow again to pay taxes.

The interior work of tho building will be re-built. P. is understood to-day that "heavy taxation" had nothing to do with the settling of the building. THAI Engineer McLACGH- iu the integrity of tkegentlemaiiaDd tbose conuecteil with him. They have evidently sUowu thai any railroad will not sufi'er by the connection of such gentlemen with it.

Tour committee find that it is of the utmost importance to the city of Milwaukee that the West WiBCOnfiin Railway be completed to Hudson at nn early day. It traverses one of the most important grain growing nnd lumbering sections of Wisconsin, aud is contiguous to our great northern mineral regions. The resources of these sections will find a natural channel over the road to our city, anil they cimnot fail to be of immense importance to us. Your committee do not deem it necessary on this occasion to give statistics of the wealth and importance of the region which the West Wisconsin road will penetrate, for such figures are already before yon. It is sufficient to say great as is this wealth important ns is the trade aud commerce of tho northwestern- section of onr will be greatly enhanced when the section has direct railroad commrinicalion with our city, nnd your committee would urge that your honorable body extend to the road nnd its malingers all earo of excited people.

First they come from one section declaring that the fire alarm wire must be taken from their housen, as they will not buvo the Uylitning so near them. And now they come with the complaint that tho wire drawn over the houses plays euch fantastic tunes that there is no sleeping in the house beneath it. One gentlemun declared this morning that all night long the wire sent forth its strains now soft and sweet and soothing breaking forth into discordnut and jarring sounds, as if to -welcome all the demons of earth and air. Not an eye was closed in the house all night. TVhen the softer strains, as the wind swept over the wire, lulled them to drowsiness, sleep would not be reached, ere tho harsher sounds were heard, driving awny anything like drowsiness.

The chiof promises to remedy all the troubles and will do so. the aid gMlous of water daily vrould be S-i'V-iOn yearly. Mr. AVeir tells ns Unit under the Holly plan" tho cost for inaintiiiuing the- works, fuel, services, etc. lor supplying gallons dully would bo $23, oOO annually.

Thus it will be scou if the Biatcrnenis may be reliel upon, Ihut the Holly plan proposes saving both iu the cost of the nud in maintaining and running them when built, of £100,192 on the former, nnd yearly on the latter. It is something of an item all around, us the will at nrut glnuce Bae. Your committee feci confident from investigations which Lave been mr.de, that the new road presents an excellent investment for capitalists. They find a basis iept for the purpose cannot "swear them out of the scrape." A FBIQHTTUL Watertown Democrat says that on tho night of the 9th inst, which was quite cloudy, a train going north on the St Paul Railway, struck Mr. John Reynolds, who seem to have been walking on the track, about two miles east ofllichwood, and'instantly killed him. The train moved on to tho station, when the discovery of a hat on the pilot, led to the fear that-an accident had occurred. A search was made, and tho bo of Hr.

Whether true or not it is among the something like 500 saloonkeepers of the city of Milwaukee, there are to be found men sunk so far below the level of Jie brutes, that they are a disgrace' to About their low groggeries they coax and flatter their Treak brained, until the last penny has been taken from them, iand then kick the "peniileEs vagabond" into, the The morning the, victim with red hot throat and burning stomach goes to the to get iomething to quench the hell within having no money to pay foritis- beaten and bruised. Perhaps he he has a perfect right, after taking the last penny from his victim, to beat him It seems to be a right allowed to a certain class of saloon keepers of Milwaukee, and perhaps it is best thing that can be done for the victim.

If the' whisky has not taken the last grain of sense out of his head, treatment ought to be- something of a warning to him. But the examples come so think and fast that there are doubts about it. I A few days ago IB poor vagabond' was thrown out of a saloon, falling heavily on the sidewalk. He "was. taken np and to the station house.

Almost every day, men are brought to the station house with black eyes, broken noses, and cars that look as if the dogs had fatened upon 'them at the hands of saloon keepers, and it is about time some of these brutes were hauled up by a string eo strong that their loafing Is'quite' abti've amorig'ttie'' Drokjerjijipa ftberci is a good demand for U.
