The reporter for the Associated Tress failed to transmit south of Cincinnati, the conclusion, which is very fine, and will be fotrid in our columns this morning. This epech, like that of the 224 of February, ill provoke sharp, and vicious criticism on the part of the radicals; but it will command the approbation of the great body of the people of erery section of the Union. It will be received by those who Lad begun to apprehend that there was some foundation for the asser. tions of radicals, that, since the passage of the Civil Eight Bill, he was iipj-otted to be less tenacious in the maintenance of his policy with renewed confidence in his firmness and courage, and i strengthen their ial and determination. At the name time, it will satisfy the radicals they cannot win him by cajolery nor coerce him by denunciation, to adopt their line of policy, which he regards a little, if any, lets dangerous to constitutional liberty thn the rebellion.

It is a fortunate thing for the country that Andrew Johnson occupies the Presidential chair. A man of lets wisdom, integrity and nerve, would not be to the great crisis, and could not Mew the flood of radicalism. That he will conduct the nation sadly through the troubles which environ her, we feel well assured. The people repose entire confidence in him, and to this fact mutt be attributed much of their under wrongr, and their hopefulness of the future. The Deilcr Case at Mobile.

Wm. Dexter, a Treasury Agent, was some months ago, arrested and imprisoned at Mobile, by military authority, charged with defrauding the Oovern-uitnt to the amount of two Lundred and fifty thousand dollars. When Busteed opened the United State Circuit Court last fall at Mobile, I)exter applied for a writ of habeas cor-j ut, with a view to getting out of the clutches of the military and being tried by the civil authorities. Gen. Wood declined to obey the mandate of the Court, and a the Judge did not have power to enforce it, he adjourned the Court, and sent to the President a messenger with a record of the proceedings, and askiDg for instructions.

The military also asked for instruo-tious, and the President ordered that the prisoner be held for trial by a military commission. The Circuit Court, Judge Eusteed, met again the 21 of this month, and the case was again taken up, it being claimed that the President's proclamation of that date restored the writ and abrognted martial law. The writ waa granted, and Gen. This problem is yet to be solved, sad while we write, it is in the throes snd agony of labor.

The conflict be tween the civil courts ordaiued by the Constitution and the military commissious which, were the offspring of war, is one of the marked symptoms of the struggle of the Nation to get back f.om the duminum of force to the benignant sway of liberty and law. Hence the interest in Ihe Dexter case. The jurisdiction of the State Courts is enlarged in the-ratio of the decrease of that of the Bureau. This the Governor says, is "unquestionably a highly satisfactory advance in the process of restoration to our former political status, which may be fol" lowed by a further advance in the same direction, or by a retrograde movement, as circumstances may indicate. It baa been induced mainly by the legislation of the General Assembly relative to the status of the freedman It will not be lost and may be speedily pushed further, if the Judiciary, in Courts of inquiry and in Courts of record the Bench and the Jury Box, give tiled to the letter and the spirit of the laws by them enacted."
