to implement and direct a program of services for the mentally retarded citizens of the community He will brad a division of the department for mental retardation Dr John Giragos the county's mental health director named Dr Carson to devote most of his lime to the field of mental retardation The appointment came following an hour-long consultation between the two mental health clinic leaders and representatives of the Durham County Association for Retarded Children a volunteer community services organization Dr Giragos said that he will meet during the next few days with state personnel in the areas of mental health and mental retardation to determine what procedures for obtaining federal and state assistance might be necessary to follow He said he will meet with the Durham County Council on Mental Retardation within the next few days He said a joint meeting with the county council which was appointed two years ago by the County Commissioners and the officers and directors of the association for retarded children will be held within 30 days The purpose of this meeting he said will be to draw up some guidelines for the development of a countywide program of services to the mentally retarded Dr Giragos said retarded of this community deserve services not just favors We have to make available a position to administer the program By BURWELL WIHTTENTON Constitutional changes calculated to smooth out some bumps for Tar Heel communities seeking city-county consolidation and the local option sales tax are being recommended by the Local Government Study Commission the Dnrham County Commissioners were told today Joe Ferrell assistant director of the Institute of Government who has spent the past year or so working closely with the study group gave progress report at the county's request Working toward a Jan 1 report to the General Assembly the commission will now lay its proposals in the lap of the Constitutional Study Commission The proposed change concerning the local option sales tax deals with a technicality in wording The constitution now states that the General Assembly has the authority to classify and other for taxes on a statewide basis The commission recommends that the words other subjects" be removed to free local option sales taxes from this rule As it now stands noted Ferrell the General Assembly can provide for local option taxes only if every taxing unit in the state has the same options To facilitate city-county consolidation the commission suggests that it should not be necessary to set up a special governing body for a district which is taxed under a special rate because it receives special services Under the present constitution differential property tax rates can generally only be permitted if the city or county goes through the formality of setting up a special board Otherwise the property tax rate must remain uniform throughout the system even though services vary Other recommendations from the Local Government Study Commission include: the poll tax the General Assembly rather than the Supreme Court decide what is "necessary Items which are designated "necessary" may generally be taxed 'by local gov ernments without a popular vote three categories in which a county may incur debt without a vote: contracts of not more than 10 years duration: all inter-governmental contracts and contracts alleviating community emergencies public corporations such as the state county city or town to contract with and appropriate money to any (private) person association or corporation for the profession in North Carolina She won the American Association's "Mary Award earlier this year In the sessions an expected 400 nurses will be studying the nursing care of heart disease patients The first two days will be devoted to congenital heart defects with the remaining two days focusing upon acquired heart diseases In all these sessions clinical papers presented by expert nurses will be interspersed with skits illustrating nursing problems This Is the first time that the association has undertaken a four-day clinical session a spokesman for the nurses said It is being tried she
