COURIER NEWS PAGE OTft On Ike's Housing Program WASHINGTON (AP) The Senate Banking Committee sets out today to put President Eisenhower's housing program into legislative shape, but there are indications it would concentrate on sealing "scandal" loopholes in the present law. Sen. Capehart (R-Ind), the committee chairman, said in an interview the big problem facing the group was to write a bill that would eliminate "all the loopholes." Capehart spoke in advance of the closed-door meeting. And speaking for the committee's seven Democrats, Sen. Maybank (D-SC) said in a statement: "Congress can best serve the public interest and the housing needs of the nation by simply perfecting the existing statutes.

Any new programs must be given the most careful scrutiny." The committee has spent much of its time recently investigating alleged multimillion-dollar abuses under the home repair and now- defeunct postwar apartment house construction phases of the government's loan insurance programs administered by the Federal Housing Administration. On the eve of the committee's work session, Acting FHA Commissioner Norman P. Mason sent Capehart a cluster of recommendations for changes in the housing statutes and FHA regulations. The recommendations aimed at stopping the ''fleecing" of home owners by unethical home repair salesmen and contractors. Mason's proposals also are designed to prevent the cooperative housing program from deteriorating into a situation like that in which apartment house builders reaped "windfall" profits by obtaining government-backed con- struction loans bigg-er than nec- cessary to meet costs.

Capehart expressed general satisfaction with Mason's recommendations. Two Recommendations Though the committee seemed bent on shoring up existing laws, Capehart said the committee might go along with these two adminis- a i recommendations for broadened activity in the housing field: 1. A new program calling for 100 per cent government insurance of 40-year mortgages for construction of new homes costing up to $7,000 for families whose dwellings are torn down in slum clearance projects. 2. Liberalization of the home repair and modernization program with a recommended boost to $3,000 in the maximum, loan and a repayment period extended to five years.

At present the biggest allowable loan is $2,500 repayable in three years. Mason's recommendations included these: 1.
