"Wright, the mauager, declared the exposition closed. A local battery fired guns all day, and at night all the bells wore rung and whistles blown, after the singing of a hallelujah chorus by five hundred voices. The admirers of P. S. Gilmorc, leader of Gilmore's Band, presented him with a silver service and gold-mounted baton.

The Wilmington (Del.) Every Evening publishes figures from the transportion lines doing business on the peninsula, showing peach shipments for the past season. The grand total of xail and water shipments was baskets. Of these the Philadelphia, Wilmiugton and Baltimore Railroad carried 1,763,333 baskets; boats plying between peninsular points and Baltimore 1,475,000 baskets; the Old Dominion Steamship Company boats plying between Xtewes and New York 105,003 baskets, and Tarions Delaware River boats about 250,000 baskets. The quantity consumed by canuers, dryers and evaporators, and home use is estimated at from 1,000,000 to 1,500,000 baskets, indicating a total crop of fully 5,003,000 baskets. The board of directors of the Butiand Bail-Toad have received report from thfi investigating committee appointed to investigate the oihcial connection of John B.

The rating In your case at $12 appears to be a fair rating as compared with others having a similar disability. It is a medical question, depending entirely upon the report of examining surgeon. If your disability should incrcatc, apply again for Increase and you may he successful. 4. There is no difference in the rating for impaired vision, caused by disease or by gun-shot wound.

The disability itself is rated, not the cause of same. O. Scdali, Mo. The soldier was not in line of duty, from the fact that he was not under orders, being on apass, and he acted upon his own responsibility. this city, and to whom all letters requesting names and addresses of surgeons of the late war, especially those connected with hospitals, should be sent. Such information as he possesses relative to the whereabouts of surgeons, will be cheerfully given. He cannot give you any information from the records showing forwhatyou were treated in hospital, for that is not considered proper information to impart. In fact, he and other officers of the War Department nro forbidden to furnish information to claimants or others to assist them in prosecuting claims ngahibt the Government. The Commissioner of Pensions is furnished with all the information obtainable from his records in each claim, aud if claimant alleges treatment in any hospital you may be sure that all the records of that hospital will be thoroughly searched, and everything lound relating to the claimant will be furnished.

In many eases the records show claimant treated in hospital, as he alleges, hut it isnotshownthathc was treated for the disability alleged in his claim, but for some other disability not claimed; consequently, the hospital record is of nonssLstunce to him in his claim. The record in many cases is "general debility," which is a valueless record in any claim, as that may 7iiom anything, but does not prorc anything. The term general debility" is not recognized hy the Pension Office as a specific disease. PENSION FRAUDS. A Sensible Letter From the Secretary of the Interior.

The following letter is calculated to remove many of the false impressions that exist in regard to pension frauds, and shows the Secre tary of the Interior to bo a man of sound sense as well as public spirit. Depaktjiekt of the Interior, Wasiiikgtok, November 9, 1883. Hon. Bktcjajhs Haeris Buewster, Attorney-General of the United States. Snt: I gm in receipt of your communication of the 7th hitant, concerning the appointment hy the CommbiSioncr of Pensions of a person to aid the United State District Attorney for the District In the investigation of all claims for pensions aud hounties, in connection with charges made against attorneys, and to examine such cases as the District Attorney may desire to present to the grand jury.

You say: "I agree with you that such an appointment cannot be made to examine case3 where the offenses charged are not offenses against the United States; but the District Attorney, In his letter to you of the 23d ultimo, includes cases where these pension ngents make formal applications to the Pension Office, well knowing that the claims they present arc fraudulent." 1 have for the soond time carefully examined the letter of the District Attorney of the 23d ultimo, of which you speak, and feil to find that he in that letter suggested even a disposition to prosecute parties guilty of attempting to defraud the Government of the United The faubiect-matter of the interview mentioned by him with the Conimlssioner of Pensions, I learn from hib letter as well as from the Commissioner, was witli reference to the offenses of the attorneys and claim agents who were defrauding the applicants for pentdons. The District Attorney says the Interview was "concerauir; Ute meUiods employed by certain attorneys or claim agents in this city in the presentation and prosecution of claims for pensions filed in the Pension Office," and he then specifies the evils complained of, as follows: "Thecliarae-tcr of the enormous frauds which are being perpetrated upon applicants for pensions by certain claim agents of Washington will, if the allegations be sustained by evidence, surprise the public." Again he says These agents merely file a formal application to enable them to collect money from their clients." Again: "The persons defrauded are poor and comparatively helpless, and form a class to whom the country owes special protection. If the representations made to me concerning the devices used to defraud tlicm of their little earnings are true, they rival in canning the artifices of the most experienced swindlers who practice three-card monte and bimilar games." Again: "If nothing ehse were accomplished by the investigation, it would at least warn soldiers and their widows and orplians of their danger, and prevent in future their being swindled of their money, and will vindicate honest agents from unjust suspceion." I fail in this to find even an intimation that the District Attorney dcaired to proceed against those who were attempting to defraud the Government, for their crime of so attempting to defraud. The avowed purpose is to punish Uie parties for swindling tlie fcoldier. I fully sympathise with the District Attorney ia this effort, and recognize the duty of the Government to punish all such offenders but you agree with me that such appointment cannot be made by the Commissioner to examine cases where the offense conHsts in swindling or in attempting to swindle the applicant.

Had the District Attorney applied for a detail under the section authorizing such detail, I should have assumed that he wanted such detail for the purpose authorized by law but he set ut in detail the eviis complained of, and asked for the examiner to "investigate all the claims in-oonnec-Uon with which charges are made against attorneys, and to spetsaliy examine such cases as I shall desire to present to the grand jury for their consideration and action." If the object of tlie District Attorney is to prosecute parties committing frauds on the Government or attempting to do so, the authority is explicit for the detail, which is of frequent occurrence in the prosecution of cases of this character in all parts of the country. "WHAT THE PEKSIOX OFFICE HAS DONE. During the year 1SS2, the Department submitted from the Pen-ion Office for criminal prosecution ITCcoees; of this numlKjrsevcnty-eeven were against attorneys or chum agents. During the year 1883, 122 caMstf of the like character were submitted, of which number eighty-geven were against attorneys or agents. In all these cases, I understand, thecharges against the attorneys or agents were that they were attempting to or had defrauded the Government or the pensioner, by tailing a fee prohibited by the United Slates Statutes.

I understand it to bjtthe practice of the Pension Office to prepare thesecases and submit the a-une to the District Attorney, and to detail a competent examiner to aid liini'in the preparation of the case and on the trial. In all cases where attorneys are found lolatlng the pension laws or In extorting money from applicants without rendering an equivalent, the Department has not only refused to allow such agents or attorneys to appear before the Pension Office In the prosecution of pension claims, but they are debarred from appearing before any other bureau of tlie Department. In many such eases the punishment inflicted by the Department is much greater tlian that inflicted by the courts, for it frequently amounts to the destruction of their busiuess and financial ruin. The filing of a falec claim against the Government of the United States is a crime against the United States; but no claim can be presumed to be fradulent and false from the character of the attorney presenting it, nor from tlie methods adopted by him to secure his The soldier's application imiat be heard on its merits, without prejudice on account of the disreputable character of his agent; and tlie Department must consider ull cases filed for pensions as properly filed, and tlie applicant worthy and deserving, until by proof the contrary is thown. While all the presumption must be that the applicant is honest and files what he believes is an honest and just claim; he is required to prove his claim to tlie satisfaction of the Pension Office.

He is submitted to a careful examination and all his witnesses, if his case is not supported by record evidence satisfactory to the office, are cross-examined, and every effort made to arrive at the truth. THE 60LDIEES THEMSELVES NOT AT I have no doubt that many persons liave been stimulated to apply for pensions by Bhystering attorneys; but it does not necessarily follow that the applicant does not consider that he is entitled to a pension. It Is quite apparent to all thinking men that the effects of the rigors of war will be more apparent to tlie soldier n-j he grows older, and in some instances he will mistake the decline of years for. the effects of service rendered ids country; but if he does he will not be a fraudulent applicant, even if It shall be found by the proper officials tliat ho Is not entitled to a pension. A failure to secure evidence may defeat a meritorious case.

You call my attention to the report of the Second Auditor concerning the attempted frauds on the Government in matters of bounty and back pay. I do not profess to be qualified to pass judgment on the statements therein made, for that has no relation to any portion of the public tervice tliat has fallen under my attention. If by reference to this report you intend to suggest that the like proportion of applications for pensions aro also fraudulent, I must he allowed to doubt the correctness of the proposition. It is undoubtedly true tliat a larger percentage of applications for pensions made within the last three years have been disallowed than of those made before that time, but it must not be assumed that such disallowance in because they are fraudulent. The lapse of time, death of comrades, has made it very difficult to secure evidence.

In hundreds of such cases it is not doubted that tlie applicant believes he is entitled to apenuion. He fails to make his proof to the satisfaction of the office, and his application is rejected. A careful examination of the pensions allowed heretofore has failed to show any considerable number of fraudulent pensions, and lam of the opinion that not one-half of one per cent, allowed were wrongfully allowed. It cannot bo aald that even that percentage was fraudulent, for this includes all granted on Insufficient or improper testimony, as well as where fraud was practiced on the Department. I understand from your communication that It Is the purpose of the District Attorney not only to Eunish the parties guilty of fraud on the applicant, ut also those guilty of attempting topraetice fraud on the Government, and therefore I wHl order the Commissioner 4to detail some person fcatiafactory to you, or the District Attorney, cither on tho designation of yourself or the District Attorney, and can assure you that all the means lawfully at the command of the Department will bo placed at your disposal to punish offenders, whether guilty of attempting to defraud tho Government or the applicants for pensions.
