CWUer mk WASHINGTON (AP) The GOP-controlled Senate struggled toward a final vote Saturday on legislation to avert a threatened shutdown of the federal government ignoring President Reagan's blunt declaration that he would veto the bill because it includes $12 billion for public works jobs At the same time Republican Leader Howard Baker of Tennessee vowed to make one final late-night attempt to win approval for a 5-cent increase in the federal gasoline tax "We still have a problem" Baker said "But I'm still determined" Baker's statement prompted one gasoline tax opponent Sen John East R-NC to retaliate by making a prolonged speech that temporarily prevented a final vote on the spending bill The gasoline tax measure was all but abandoned Thursday night after the Senate failed to crack a conservative-led filibuster Sen Jesse Helms R-NC one of the opponents said he would seek to BBH set 1 jr WUWHWUUU delay a final vote as long as possible No action was expected on the gasoline tax measure until after the spending bill was approved The White House favors increasing the tax now 4 cents per gallon to provide $55 billion a year for highway and mass transit improvements But Reagan is adamantly opposed to attaching jobs money to the spending bill "I cannot sign that bill" Reagan said in a live radio interview He suggested he might agree to some sort of compromise jobs package but he did not say what sort of compromise he would accept between the Senate bill and a House measure containing an even more costly jobs program Baker said there was no doubt a veto would be be buying almost everything Bible cassettes red lace underwear chain saws diamond necklaces tape decks puppies cheeses wine coolers a warmers sweat pants and mink coats to wrap and put under the tree At a casual glance it seemed there was nothing that would not make a good gift for someone A closer look however revealed that some items are just not popular as gifts The following is an incomplete list of non-presents that for one reason or another did not have the holiday crowds queued up Dog dip This stuff provides rajjef from fleas ticks and sarcoptic mange but it is apparently too expensive ($2198 for a 16-ounce can) to be a big holiday item Snakes Mexican boas and Burmese pythons up to 20 feet in length are available at $100 each Rat snakes red or yellow up to 12 feet long are priced at $40 apiece Almost anything really useful Water heaters jumper cables toilet seats turbine ventilators crutches wing nuts tires and caulk probably won't be ringing many cash register bells this week Antonio have fanned out across Texas trying to sort out the extensive business dealings of six people believed involved directly or indirectly with the recent failure of the Ranchlander National Bank at Melvin a West Texas community of 205 people Investigators also are digging into records of some half dozen or more businesses including three or more banks several broadcasting companies and a factoring firm The federal investigation thus far has focused on the business dealings of a 38-year-old Lake Palestine man Orrin Shaid Jr Shaid is being held in Smith County Jail at Tyler on federal charges of bank fraud in connection with a $200000 loan from the Chandler State Bank near Tyler Shaid is accused of trying to secure the loan with two bogus $100000 certificates of deposit from the Ranchlander bank He also is facing almost identical charges in Corpus Christi where he is accused of using the same ruse to defraud the Charter Bank-Northwest of Corpus Christi Convicted in 1972 of bank fraud Shaid is no stranger to the FBI He served five years of an eight-year sentence in several federal correctional institutions and was on parole when arrested Nov 29 in connection with the Chandler bank case FBI agents believe Shaid acting in cooperation with his girlfriend Lynn Carruth Maree bought the Ranchlander bank in the Spring of 1981 from Brady businessman Doyle Todd Authorities believe Shaid using the bank as his operating base embezzled as much as $22 million Federal officials closed the bank Nov 19 citing suspected fraud had led to its insolvency Jean Moon president of the Ranchlander bank when it was closed told federal investigators that "through a number of fraudulent loans and false statements made to other banks" Shaid has "embezzled and stolen hundreds of thousands of dollars" according to an FBI affidavit Mrs Moon and Roger Pipkin III joined the Ranchlander bank when Ms Maree and Shaid took it over Mrs Moon had been employed by Pipkin as an officer of Pipkin's Enterprise Mortgage Co in Houston Pipkin served as Ranchlander bank's president for a time after the takeover While serving as a Ranchlander officer Mrs Moon Shaid and Brownsville attorney Lawrence Ludka formed a factoring firm called Central Texas Factors Inc According to court records the firm was set up in October 1981 to purchase uncollected advertising accounts receivable from Brownsville television station KVEO The station was owned by Tierra del Sol Broadcasting Corp Ludka 's law partner Peter Dean was chairman of the board of Tierra del Sol and his wife Paulette was vice
