from receiving such war material by means of the control they have attained of the high seas Thus this government finds ilsrlf confronted by a situation where it can grant privi leges to the one side of the belligerents Idle it finds it impossible to grant the same privileges to the other side thus 1 his government seems to strictly observe Hie letter of the law of neutral ity tin so far as nobody can hinder it from exporting war materia) to any bel ligerent power as long as this shipping is consistent with the letter of that law) it decidedly violates the very spirit of this same law of neutrality (for tn he neutral means to help none of the bel ligerents) and moreover the letter as well as the spirit of that other most liaramount law that made our country famous the law and the principle to give everybody and everything an equally fair chance and an equally square deal As the matter stands now only one side of the belligerents is granted such a fair chance and such a square
