Morris said Dec. 15 that the amount needed to supplement the 'present budget for the biennium ending June 3 would probably not be known until late January when costs could be more accurately forecasted.

Morris' speech reported earlier remarks in which he had described the University's financial condition as the "worst in its history" and how SIU's rapid enrollment increase had resulted in crowded classrooms, increased teacher load, loss of research time, find curtailment of other services. The University has requested for the biennium beginning July 1955, $16,500,000 for educational operations and $35,704,300 for buildings and capital improvements. The amount for educational operations is $8,117,500 above the amount appropriated for the current biennium. This was given 'after a request for $13,116,700, excluding $850,000 for auxiliary operations no longer included in the school's operations request.
