By GARY MINICII H8.R Staff Writer The smoke-free workplace should be the long-range goal of businesses, but managers should not try to get there overnight, Dr. Ann Bartdorf-Barnes, a physician with the Midwest Occupational Health Association told Decatur managers and business owners Wednesday. Bartdorf-Barnes was one of four panelists assembled by the Metro. Decatur Chamber of Commerce and the Decatur Leader-hip Institute to address issues raised by Illinois Clean Indoor Air Act in conjunction with today's Great American Smokeout.

Bartdoff-Barnes said 95 percent all smokers want to quit, but they need positive support and understanding from employers and their peers in the process. Eighty percent of those who do quit will backslide she said. Among other panel members, Kfjer Motsinger, personnel director of Decatur's Caterpillar plant, outlined his company's development of smoking policies over a three-year period and Sister Sherry Murphy and Jacqueline Fichter explained aspects of the j-nt smoking ban St. Mary's Hos-f and Decatur Memorial Hos-r will put into effect Jan. 1.

Motsinger said an effective policy to curb workplace smoking requires the support of top man-cment and employee participation in the development. 1" participation gains support and compliance while no policy is likely to win acceptance without management support. The hospital representatives outlined the actions both facilities have taken jointly to prepare their employees, physicians and the public for 1991, when both will totally ban smoking in their buildings or grounds. "We knew we would fail (implementing a smoking ban) unless DMH adopted the same policies," Sister Murphy said. Fichter said that groups other than employees have been slow to respond. "In part we are creating a culture in which smoking isn't done," she said. After meetings with personnel at other hospitals that have put similar bans into effect, Murphy said she did not anticipate much public resistance.
