Workers sifting through the rubble of the burned-out building Friday discovered the body of a 60- year-old man who had been missing since an angry customer reportedly flipped a cigarette into a fireworks stand, igniting a spectacular blaze. The body of Simon Reyes Puente, the father-in-law of market manager Luis Sanchez, was found shortly before noon Friday about five feet from a door on the south side of the market. Officials said Puente, whose body was pinned to the floor by a massive beam, apparently died of asphyxiation. Police Thursday charged a Laredo man and his teenaged companion with arson in connection with the fire. Bond was denied for Santos Hernandez Zapata and a 16-year-old whose name was not released by police.

Authorities Friday said they were contemplating additional charges against the pair. Nuevo Laredo Mayor Hector Lopez estimated damage to the Mercado, a sprawling, two-story shopping center popular with tourists, at 400 million pesos about $17 million. Police said Guadalupe Barron and her son, Victor, owners of the fireworks stand, told officers they asked the two suspects to leave shortly before midnight Wednesday because they appeared intoxicated and were arguing over the price of fireworks. Zapata reportedly then flipped a lighted cigarette into the stand, ingiting the fireworks and touching off a blaze that sent flames roaring 60 feet into the air above the 100 shops in the blocklong shopping center. Firefighters from Laredo came across the Rio Grande to help the lone Nuevo locked door kept them Laredo fire company, bout can the blazing building for almost an hour.

Naomi Smith of Miami, Fla. AMARILLO, Texas (AP) Four men have been arrested and one of them charged with capital murder following the Christmas night killing of a police officer making a routine traffic stop, officials said Friday. Ernesto Gutierrez, 17, was arraigned shortly after his arrest early Friday in Dumas on the murder charge in connection with the shooting death of officer Barry McGuire, 26, whose body was found near his patrol car after he radioed for assistance. Peace Justice Gilbert Couch denied bond for Gutierrez, who officers say was arrested as he returned to his mother's home in Dumas about 7 a.m. Friday.

The other three suspects were arrested earlier -two of them about two hours after the shooting when their car ran out of gas near the Candadian River 17 miles north of Amarillo and the third as he walked along a railroad track in Amarillo. The three suspects are 18, 19 and 21 years old and are all believed to be from the Denton-Dumas area. Police said they will be arraigned Monday. One of the men, believed to be the driver of the car, was still wearing McGuire's handcuffs when he was arrested. Capt.

Herb Hill of the Amarillo Police Dept. said McGuire, who joined the force in July 1978, had stopped the suspects late Thursday night when their car ran a red light in an east Amarillo residential area. (AP Photo) Rolling Hills group wants out of city By JIM WEBRE Staff Writer Residents of Rolling Hills subdivision in southwest Wichita Falls have petitioned city officials seeking disannexation, City Clerk Wilma Thomas' office confirmed Friday.

Deputy City Clerk Judy Baird said the disannexation petition was filed earlier this month. Miss Baird said she was unsure of the number of signatures appearing on the petition. A copy of the petition was not immediately available and Mrs. Thomas was unavailable for com- ment. The petitioners reportedly claim the city has not provided adequate services to the Rolling Hills area south of Southwest Parkway between Municipal Stadium and Lake Wichita, and an area along Lake Shore Drive.

It was not immediately known whether the petition would be considered by the City Council at the panel's next meeting Jan. 6. Attorney Jack Banner, who is representing the petitioners, said the effort to seek disannexation "is basically a grass roots effort. by persons living primarily along Lake Shore Drive. "They feel like they have been paying city taxes for three years and don't get any city services whatsoever," Banner said.

He said the group, representing more than 70 percent of residents in the area, wanted to try the petition approach under the city charter. But he said they are willing to go to district court with a lawsuit if the petition fails. DEC. 26 DEC. 27 lines to clothes dryers had been disconnected and accumulated gas apparently was ignited by a pilot light. David Levy, 34, owner of the washateria, said he considered himself lucky for several reasons. He received only minor injuries when the building exploded.

He said someone sent word the door was ajar and he went to investigate for possible vandalism. At the last minute, he said, he decided not to take his 5- year-old son with him "I'm just so lucky I didn't take my son with me," he said, adding he also was lucky for not having been killed or seriously injured. Levy, who came to Houston months ago from Israel, said a big muscular man driving a large yellow automobile without license plates tried to extort $200 a month for protection from him about two months ago. "He asked if I had any no," Levy said. "He said I should because this is a very dangerous neighborhood.

I asked what it would cost me and he said $200 and I said, 'That's too much'." Levy said the man told him the washateria would be broken into and possibly burned if he did not have protection. "I was scared and I was pretty naive," he said. "There are two possibilities. Someone tried to kill, which I don't believe, or someone tried to burn the place down, and I don't know the reason for that." Levy and three others were released after being treated. Two other persons were hospitalized.

mand Christmas night, said Detective Mike McDonagh. "He just told them 'I don't want no and tried to leave, but the two individuals followed him outside the bar and shot him," McDonagh said. The juveniles, not identified because of their age, were arrested when they walked by the bar about an hour after the shooting..
