Another son, 8-year-old Alex, was spending the night with a friend- "When I see the police at the door, I get scared, said Sharon Garecht, as she bugged her baby to her chest I keep thinking theyve come with bad news.

I cant think, about whats happened to her where she might be and what he might be doing to her. It would turn me Into a basket case. The Garecbts said Michaels always asks before she goes outside, and that she had not been gone long enough for them to become concerted. She wasnt gone very long, Rod Garecht said. I was outside working on my car, and the girls asked me if they coulld go to the store.

We Just started letting her go to the store without adult supervision. We werent even expecting her back yet when Tri-nas father drove by and said that someone had grabbed Mk-chaela at the store. 1 Rod Garecht said he immediately drove to the store. The police were there when he arrived, and after answering their questions, he drove around the even going as far as Alum Rock Park in San Jose, hoping to spot his daughter. Shes a smart little girl, and I was hoping that she had gotten away, he said.

If she could get to a phone, she knows the number and the area code. She would call us. A1 and Kim Garda, parents of Amber, who was last seen jumping rope in the front yard of her Pinole home on June spent several hours at the Garecht home last night, giving the couple support and advice on how to organize the search for their daughter. This is something thats happening more often, said A1 Garcia, who noted that there have been six stranger abductions Sharon and Rod Garecht are waiting for news of their daughter. The girls had gone to the store, which Is about three blocks from Michaelss home on Cornell Ave-: nue, to buy candy and soda with 85 given to them by Trinas father. Rainbow Market checker Rosa Conlon said she saw the man acting suspiciously in front of the store moments before the kidnapping. I thought he was looking to rob the store or something, she said.

He went by very slowly and looked into the window. I think he was watching the girls. A1 Holbert, a private lnvesti- gator who is also working on the Amber Swarts-Garcia case, said the suspect used Michaelss push-scooter as bait Thats why he moved it next to his car, said Holbert, -who was one of many visitors at the Garpcht home last night When she went to retrieve It, he grabbed her. With the score tied, the Bears lost a chance to win the game when Stanford, with no time left on the clock, blocked a 20-yard field goal attempt Stanford again claimed the axe which goes to the winner of this great rivalry in college football and paraded it around the stadium. As the Cal fans filed out of the stands, many said the last play of the game was strange, an ending as flat as the champagne left cooling in tailgater ice buckets.

There was plenty of fifth-quarter quarterbacking at the parties following the game. Cal fans snapped out of stunned silence as they made their way to fraternity keggers or tailgaters. Former linebacker Dixon wasnt satisfied, to say the least I hate Stanford, he said. A tie means nothing in the Big Game. Its like they didn't even play.

If the end of the game was a disappointment, the beginning and middle were a delight for both teams fans. Argentina Christina Onassls, heir to the billion-dollar fortune of Greek shipping tycoon Aristotle Onassls, suffered an apparent heart attack yesterday and died, officials said.

She was 37. Miss Onassls, whose famous father, stormy romances and huge fortune made her an international celebrity, was stricken at a country club swimming pool about 25 miles northwest of Buenos Aires, a doctor said. Miss Onassis, who was married four times and had a 3-year-old daughter, was the stepdaughter of Jacqueline Kennedy Onassis, widow of the late President John Kennedy who married Aristotle Onassis in 1968. Dr. Hernan Bunge, a director of the Clinica del Sol Hospital in Buenos Aires, said Miss Onassis was stricken at the weekend home of close friends Marina and Alberto Dodero at the Tortu-guitas Country Club.

Bliss Onassis fell ill as she prepared to go swimming about 11 a.m. (9 a.m. EST) in a pool at the home. She was taken to a country club first-aid station station for attention, then to the clinic, where she was pronounced dead at 3 p.m., he said. The body was taken to a morgue for an autopsy and then to a Greek Orthodox church for a ceremony.

The findings of the autopsy were not immediately announced. All participants must consider all parts of the budget to be negotiable, including defense, entitlements (such as Social Security and Medicare) and reve-. rnies, the agency said. "The budget problem must be solved for the new administration to have any flexibility to pursue its own policy agenda, for the economy to regain its vigor and for the American people to enjoy a long-term standard of living comparable to -the rest of the developed world, Bowsher wrote.

But the GAO said it saw no quick or painless solutions to the deficit, which stood at $150 billion in the budget year that ended Sept. 30. It specifically rejected four approaches that have been proposed: We cannot grow our way out of the problem, an approach favored by some in the Reagan administration and reiterated this week in a report by the conservative Heritage Foundation. Public demand for government services to solve problems ranging from drug abuse, AIDS, education and homelessness to drought and forest fires grow as fast as revenues, said the GAO. a We cannot freeze our way i parte Partly doudy today and tonight.

That law is aimed at balancing the budget, but GAO noted that as much as1 80 percent of the budget is exempt from the laws mandated cuts. Although the deficit has dropped from the record levels reached earlier in the Reagan administration, the problem is actually worse not better than it appears, the GAO said.
