Henry J. Ruder VICTORIA Henry J. Ruder, 95, Victoria, died Wednesday, Dec. 4, 2002. Mr.

Ruder was born Jan. 28, 1907, at Munjor. He was a farmer He was preceded in death by his wife, in 1984; three sons, Virgil, Robert and Donald; and two great-grandchildren. Survivors include three sons, Gerald of Grand Forks, N.D., Allen of Victoria and Wayne of WaKeeney; two daughters, Patricia Lang and Darlene Werth, both of Hays; 26 grandchildren; 36 great-grandchildren; and four stepgreat-grandchildren. Maurice R. Schrock HOLBROOK, Neb. Maurice R. Schrock, 76, Holbrook, died Tuesday, Dec. 3, 2002.

Mr. Schrock was born Oct. 21, 1926, at Selden, Kan. He worked as a grain elevator manager in northwest Kansas, northeast Colorado and southwest Nebraska. He was preceded in death by a son, Richard; a daughter, Theresa Schrock; and a grandson.

Survivors include his wife, Sharlene of Holbrook; a son, Dennis of Gothenburg; three daughters, Linda M. Roeloe of Peetz, Sherry Segelke of Sidney and Bobbi Moore of Arapahoe; two brothers, Gary of Pueblo, and Phillip of Lodi, and four sisters, Eldine Neill of Mankato, Maurine Yeager of Russell, Bonnie Fike of Corona, and Vinita Buetten- baugh of Lebanon, Kan. Sebetius calls it a 'huge loss' for Topeka and Kansas By The Associated Press TOPEKA Menninger, the renowned psychiatric clinic that has reduced its staff and programs over the past two years to deal with financial problems, has renewed plans to move to Texas. Wednesday was the second time Menninger has announced a partnership with Baylor College of Medicine and Methodist Hospital, both in Houston. A plan announced in September 2000 fell apart after 10 months of negotiations. But officials said Wednesday that Menninger's streamlining of its operations cutting about 650 employees to create a current staff of 250 led to a second agreement, approved by trustees of all three institutions. Menninger plans to move to Houston by June.

It plans to sell its buildings and 500 acres of land in Kansas, including its campus in west Topeka. In the past, Menninger officials have said their clinic couldn't survive in Topeka. They said Wednesday that Menninger needs to affiliate with major medical and research institutions. Officials have attributed past financial problems to the increase of managed health-care plans and attempts to control costs by reducing hospital stays. "During this period of time, Menninger has made significant changes in its operations," said John McKelvey president and chief executive officer of the Menninger Foundation.

"Menninger has shown it can truly operate in this environment." Stuart Yudofsky, chairman of Baylor's psychiatry department and Methodist's chief of psychiatric services, said the institutions always have respected Menninger. Several new legislators fleeted this fall said they were ready to face a historic state budget shortfall as they stepped in for the Democratic and Republican caucus races. The House's youngest now member, Democratic Rep.

Josh Svaty, a 23-year-old from Ellsworth, expressed enthusiasm for the challenges ahead. "I think all of the freshman legislators, all the legislators. have very much a sense of urgency for what needs to be done. I think most of us are focused." Reaching across aisles Being in a minority party, he said, means learning to reach across the aisles to work with Republicans. Just a few years older and just as enthused.

Rep. Stephanie Sharp, R-Lenexa, agreed. A graduate of Garden City High School, Sharp, 27, said expects no cakewalk. She also expects her rural background to help her understand issues from both urban and rural perspectives. Sharp said the Johnson County legislative delegation appears willing to work together among conservatives and moderate Republicans.

But challenges remain within the entire GOP caucus. "We have to learn to work with the Democrats, but first we have to work together within our own party," she said. Rep. Bill Kassebaum, R-Burdick, also said he hopes lawmakers can work together. The new lawmaker said constituents are urging him to take care of business in the upcoming legislative session and go home.

"Their concern is just get the stuff done don't drag things out," Kassebaum said. "Whether that's realistic or not, I don't know." "Over the past year and a half, what really impressed us was how the new management team was able to restructure their operations," Yudofsky said. Officials would not discuss the financial terms of their partnership, nor say what other proposals Menninger trustees considered.

$100 million deal rejected Two years ago, W. Walter Menninger said Menninger officials saw a partnership with private institutions as more attractive than partnering with an institution with government ties. Kansas officials offered a $100 million package of incentives then, only to be rebuffed. Wednesday's announcement disappointed Gov-olect Kathleen Sebeliiis and Doug Mays, the incoming House speaker. "The feeling 1 got was they weren't interested in any deal keeping them in Topeka," Mays said.

Sebelius said: "I just think it's a huge loss for the Topeka community and for Kansas." Since 2000, Menninger turned outpatient services over to other local providers and helped former staff start their own practices. Menninger now concentrates on providing specialized hospital care. Its programs include ones for eating disorders, obsessive-compulsive disorders, and drugs and alcohol abuse. It has space on its west Topeka campus for 90 patients. The clinic, the foundation and another fund that promotes psychiatric research have about $200 million in assets.
