This morning V.

E. Austin of Galveston, who bas been in this city on business since early in July, received telegram from bis wife dated eight o'. clock last night at Houeton, saying that she and his nephew and niece were safe, but that their property was atroyed. The first news of the flood was received bere Saturday morcing. E.

J. Laserre, of the Island City, received a telegram from his wife stating that the water was rising, and that: it looked as though the city would have to go. Saturday's HERALD contalned 8 special dispatob stating the same fact. Mr. Austin did not belleve the report of the danger in which the city was, until be received the wire from hie wife last night.

The suppoeltion le that many of the people of Galveston were enabled to escape to Houston on tugs. Houston is reported crowded with refugees and the wires are rushed with telegrame to anxious friends and tives of those who were known to have been in the doomed city. This is the most disastrous flood in the history of Galveston. The men that city who are in El Paao say that they had never dreamed of any suob terrible calamity as the one which has just fallen upon the city. The floods of 1867, 1875 and 1886 were nos destructive either to property or to buman livee.

la the flood of 1886 only four persons lost their lives, while the deathe in 1875 numbered that many. Mr. Austin le 8 prominent real estate man of Galveston. Some idea of the great loss of life and property which bas etricken che city may be gathered from his description of the eituation there. His residence is situated at the corner of Fifteenth and Market streete, in the highest part of the city.

It is only three blocks from the ocast. In the storm of 1886, when Galveston was submerged, his property was high and completely above the doode. There was not a drop of water la his yard in tbat year. He did not know that there was flood in Galveston until he went down into the buelness part of the city. The telegram received by him last night states that his house ie completely demolished, and that the 1m- mense trees growing in his yard have been uprooted and washed away.

This showe the difference between the flood of 1886 and the one of yesterday. Among the many from Galveston who are in the city beside those named are W. B. Merrick who is acquainted wish the flood history of that city. All of the reeidenta of Galveston agree that if the bridges have have been swept away, there 18 no poseible chance for the people who were unable 19 leave the city up to that time.

Alderman Badger Mark Miller, City Electrician Pettloolas, and proprietor Fisher of the New Sheldon are among these baving relatives in Galveston. Galveston is eisuated on a low island, thirty-two miles long and three miles wide widest point. The businees part of the city 18 on the northern end of the leland, and is about a mile and a half wide. To the north of the city 18 West Bay, between the leland and the mainland. It is on this bay that all of the businees of she city is located.

Above the docks are four bridges, one a county bridge, and the other three railroad bridges taking from the city the three large trunk lines. These bridges are all that connect the island with the mainland, and it is certain that they bave been swept entirely away. The land on the mainland of Texas rises at the rate of a foot a mile. It was explained by a resident of Galveston this morning that in order to submerge the city she floods must have gone as far inland as Hitchoock, which le fourteen miles from the city. The island on which Galveston ie eituated lee about northest and west.

It is generally sand, and 18 low except in some portions of the city, where is 10 stated the flood waters bave never before reached in the history of the olty. Northeast of the olty is Bolivar Peninsular. Fort Bowie is situated on this just opposite the north end of the city. On the northern end of the city island le Fort Point. The hospital 18 OD the northwest cosat, just at the point where he wharves begin.

These extend from that point along the entire Bay water front of the city. They are entirely roofed over, and oontain valuable elevators and property. The Huntington wharves are here, in couree of completion. The land back of the wharves is all made ground. The dooks are Alled in completely with earth.

Back of the wharves, running in an easterly direction, la the business part of the olty, the bighest ground in Galveston. This section, according to the dispatch of Mayor Jones, was swept by rushing waves eight to twelve feet bigh. EL PASO RELIEF MOVEMENT. This afternoon the following telegrams were received by Mayor MagolAn: AUSTIN, Sept. 10.

The following letter has been received from Dr. Boyd, of the Elephant Butte dam: Editor HERALD: In your report of my remarke before the committee on irrigation on Thursday evening, you state that I "asserted that Governor Otero would immediately after the election head a committee to Washington to protest against the international dem on grounds of alleged prospective tojury to the Meetlla Valley, as well sa upon the 6th olause idea.

"This iebardly 1a accordance with what I actually said. I merely stated in substance that if the "Stephens" bill (or any other bill providing for the construction of an International Dam st El Paso) proposes in any way to restrict the use of the waters of the Rio Grande in New Mexico, Governor Otero would send another delegation to Washington, and if need be go la pereon bimself, with a view to protecting the interest of his people by opposing the international projeot.
