JENSEN 1977 Now Vert Times NEW YORK, N.Y The United States Customs Service is investigating more than 100 multinational corporations that are suspected of, or have admitted, secretly transporting large amounts of cash in or out of the country, according to Customs officials. Many of the cases have grown out of disclosures of multimillion-dollar corporate slush funds used for illegal or questionable payments to politi- cians and foreign government officials. One such case, involving the Gulf Oil was recently referred by the Customs Service to the Treasury Department for civil action as a possible violation of the nation's Rank Secrecy Act. Among other well-known corpora- lions under scruliny, according lo i sources close to Ihe investigalion, are the Lockheed Aircrafl the! McDonnell Douglas Corp.

and the Northrop Corp. (three of the world's i largest aerospace manufacturers), Others are said to be the Exxon (the world's largest oil company), I Ashland Oil Inc. and G. D. Searie a major drug concern.

i Several of the companies said they were aware of the Customs investiga-' tions. Some others said they were unaware of any such inquiry, and most said they did not believe they had violated the Bank Secrecy Act. About a dozen cases involving secret cash movements are already being presented to grand juries. Ihe Customs Service said. It refused to i identify the companies.

If a civil proceeding is initiated by i the Treasury Department against Gulf, it will be the first such action i involving a corporate slush fund since i the bank secrecy law was enacted in I 1970. Gulf could be assessed $495,000 in fines, according to the Customs Service. This is the amount the big oil company is alleged to have Iransporl- ed across the national boundary' during the period covered by the law. i While this would be the first such civil case, there have been criminal' cases arising out of corporate slush funds. William C.

Viglia, a former Gulf official, was indicled in 1976 for having given false testimony to a federal grand jury in 1974 about laundering millions of dollars of company money through secret bank accounts in the Bahamas. He was sentenced to one year in prison and has since been released. The Customs Service is conducting its current investigations with a special task force of 30 agents operating out of a Customs office in Falls Church, Va. The Customs investigations follow earlier investigations by the Securities and Exchange Commission, the Watergate special prosecutor and the Senate subcommittee on multinalion- al corporations. In those investigations, the existence of numerous slush funds to finance overseas and domestic payoffs and illegal political contributions was established.

The Bank Secrecy Act makes it illegal for companies to transport more than $5,000 in or out of the United States without declaring it to Customs agents. In the current investigation, Customs agents are looking for evidence of both criminal and civil violations of the law. Criminal violations involve willful intent as well as more stringent evidence than required in a civil proceeding. (AP) A clusu-r of cases of a relatively rare degener- atwe disease that led to the dealhs of four South Dakota farmer-ranchers has been Iraced by researchers to possible long-term exposure to small amounts of a naturally occurring chemical. They report in the June 27 issue of the Journal of the American Medical Association that the victims lived all their lives within a few miles of each other in a sparsely settled area of west-central South Dakota. The victims contracted the disease, amyotrophic lateral sclerosis (ALS), within a 10-year period. Ordinarily, there is an incidence of 1.4 cases per i 100,000 population. The occurrence of four cases in a county of 4,000 led Dr.

Arthur W. Kilness of Rapid City, S.D., and Dr. Fred H. Hochberg of the Harvard i Medical School to investigate, with support from the South Dakota De- partmenl of Heallh. They found the area was high in the i element selenium, which is related to sulfur and which occurs naturally in I trace amounts.

In animals it causes a condition known to ranchers as the "blind staggers." The animal becomes diso- riented, weak and is unable to walk without stumbling into objects in its path. Paralysis ensues, followed by I death. "As a result of selenium con-1 lamination of the local food chain, the human population is exposed," the re-' searchers said.
