Welch, 26, of Mahomet, formerly of Farmer City and Mansfield, died 8 p.m. Sunday (June 1, 1986) in Carle Foundation Hospital, Urbana. Arrangements are Incomplete at Stensel-Calvert-Belangee Funeral Home, Mansfield. Mr. Welch was born in Clinton, son of Dale E.

and Joan L. Pendleton Welch. He was a truck driver for Rider Driver Leasing Champaign. He married Laura M. Parker in 1973.

Surviving are his wife; daughters, Angela and Tammy, both at home; parents of Mansfield; brother, Michael of Mansfield; sister, Sherry Cole of Farmer Qty. One sister preceded him in death. Memorials: Marquette Fire Protection, Mrs. Shelton was born in Mount Pulaski, daughter of Jasper and Edna Allen, She was a member of Copeland Christian Church, south of Mount Pulaski. She married Andrew Shelton in 1920. He died in 1970. Surviving are her daughters, Grace Miller of Mount Pulaski, Deli-la Mason of Peoria; sisters, Gracie Klssie of Tama, Iowa; four grandchildren; 10 great-grandhchildren.

Nine brothers and one sister pre-ceced her in death. Stir ST. ELMO Paul T. Stine, 66, of Wingate, formerly of St. Elmo, died 12: 15 a.m.

Saturday (May 31, 1986) in Easton Memorial Hospital, Easton, Md. Graveside services will bell a.m. Thursday in Maplewood Cemetery, St. Elmo. There will be no visitation.

May Funeral Home, St. Elmo, is in charge of arrangements. Mr. Stine was born in St. Elmo, son of David and Amie Stine.

He was a retired aeronautical research engineer and electronical engineer for the Naval Research Laboratory, Washington, D.C. He was a Navy veteran of World War II and served in the Reserves for 20 years and retired as a commander. He was an instructor at Massachusetts Institute of Technology (MIT). He married Virginia Young in 1941. Surviving are his wife; sons, David Ar of Miami, Fla.s Stephen of Alexandria, Va.

daughters, Sandra J. Nailos of Furlong, Penn. one grandchild. One brother preceded bim in death, Taylor BETHANY Mrs. William (Lora Kniffen) Taylor, 84, of Bethany, formerly of Bonnie, died 11: 10 pro, Sunday (Junt 1, 1986) in ber home.

Services will be 2 p.m. Wednesday in Bonnie Church of God. Visitation will be 6 to 9 p.m. Tuesday in Johnston Funeral Home, Ina. Burial will be in Kirk Cemetery, Ina.

Reed Funeral Home, Sullivan, is handling local arrangements. Mrs. Taylor was born in Jefferson County, daughter of Willis and Mary Kniffen. She was a member of Bonnie Church of God. She married William LeRoy Taylor in 1920.

died in 1957. Surviving are her sons, the Rev. Chester A. Taylor of Pensacoja, daughters, Mildred Book of Bethany; brother, Louie Kniffen of Mount Vernon; sisters, Goldie Friar of La Grange; Francis Hayes of Mount Vernon; 16 grandchildren; 37 great-grandchildren; three great' great-grandchildren. Services will be 10:30 a.m. Wednesday in McMullin-Young Funeral Home, Sullivan, with visitation 7 to 9 p.m. Tuesday. Burial will be in Turner Cemetery, north of Loving-ton. Memorials: Moultrie County Heart Fund.

Mr. Eaton was born in Fountain Run, son of William Thomas and Martha Eaton. He was an employee of A E. Staley Mfg. Co.

He was a member of Southern Baptist Church, Fountain Run. He married Juanita Morgan in 1946. Surviving are his wife; son, Allen of Sullivan; daughter, Linda Sutton of Sullivan; brothers, Thurman of Campbellsville, Rex of Sullivan; sisters, Mary Hinds of Oolo-gah, Okla. Olene Hale of Madison, six grandchildren; two greatgrandchildren. Three brothers preceded him in death.

Leonard FLORA Nella V. Leonard, 96, of Tucson, formerly of Flora, died 4:15 a.m. Saturday (May 31, 1986) in St. Joseph Hospital, Tucson. Arrangements are incomplete at Frank Bright Funeral Home, Flora.

Morgan EFFINGHAM Herbert "Jake" R. Morgan, 90, of Effingham died 45 a.m. Monday (June 2, 1986) in St. Anthony's Memorial Hospital, Effingham. Services will be 1:30 p.m.

Wednesday in Johnson Funeral Home, Effingham, with visitation 4 to 8 p.m. Tuesday. Burial will be in Woodlawn Cemetery, Effingham, with military rites. Mr. Morgan was born in Crystal, son of John Jay and Matilda Morgan.

He was a retired laborer. He was an Army veteran oi World War I. He was a member of the American Legion Post 120, Effing ham. He married Helen M. Whi taker in 1952.

Surviving are his wife; brother, Fred of Montrpse, Penn. Six brothers and four sisters preceded him in death, Oltmann NOKOMIS Mrs- Lester (Elinor M. Miller) Oltmann, 19, of Nokomis died 8:14 a.m. Monday (June 2, 1966) in Hillsboro Hospital. Services will be 11 a.m.

Wednesday in St. Paul's Lutheran Church, Nokomis, with visitation 3 to 5 p.m. and 7 to 9 p.m. Tuesday in Stiehl-Dawson Funeral Home, Nokomis. Burial will be in St.

Paul's Cemetery, Nokomis. Mrs. Oltmann was born in Nokomis, daughter of Frederick and Frances Miller. She was a member pf St. Paul's Lutheran Church.

She married Lester Oltmann in 1931. He died in 1968. Surviving are her son, Ray of Nokomis; sister, Freda Hagemeier of Nokomis; three grandchildren; one great-grandchild. Two sisters, one brother and one grandchild preceded her in death. Shelton MOUNT PULASKI Mrs.

Bryan was born in Coles County, daughter of James and Dorothy Dick Rose. She was a member of University Baptist Church, Charleston, and Effingham Moose Lodge. She married John Bryan in 1976. He married Geneva Leffler in 1920.

Bower was born in Richland County, son of Charles and Emma Bower. He was a retired farmer. He married Carmen McWilliams in 1932. Surviving are his wife; son, Eugene of Olney; daughters, Isabelle Newlin of Olney; sister, Hazel Dell Hall of Olney; five grandchildren. One brother preceded bim in death.

Bracken OAKLAND Mrs. Francis W. (Frances E. Couch) Bracken, 53, of Oakland died 8:25 p.m. Sunday (June 1, 1986) in Paris Hospital, Paris.

Bracken was born in Terre Haute, daughter of Robert and Maude Couch. She married Francis W. Bracken in 1950. Thursday in Joines Funeral Home, Villa Grove, with visitation after 9 a.m. Thursday. Burial will be in Bethel Cemetery, Charleston. Mrs. Brant was bom In Charles ton, daughter of Wesley and Laura Titus.

She married Harold S. Brant. He died in 1968. Surviving are her sons, William A. of Charleston; W.E.

Weinberger also reported accepting gifts from government officials ana military leaders of four countries.

White House chief of staff Donald Regan also filed a financial report confirming his status as a millionaire. He listed assets totaling more than $1 million in a trust company, a rental real estate property, deferred compensation from Merrill Lynch Co. and a pension from the same company. Regan was chairman of the board and chief executive officer of Merrill Lynch before joining the Reagan administration as secretary of the Treasury. Another Cabinet millionaire, Energy Secretary John S.

Herrington, filed a report listing assets of at least 12.76 million, and possibly much more, and liabilities of at least 8495,000, and possibly more. By contrast, the only assets listed by presidential spokesman Larry Speakes were less than $5,000 in a bank and between $15,000 to $50,000 in a credit union account, box valued at $100 from Constantine Caramanlis, president of Greece; two Celadon Foo Dogs valued at $100 from the Korean minister of defense Yoon Song Min; a silver camel val ued at $150 from President Seyni Kauntche of Niger; and with his wife, an amethyst stone Korean golden crown replica valued at $205 from General Lee Ki Baek, chief of armed forces of Korea, Regan'a Merrill Lynch pension has a value of $688,491 and pays him $79,822 yearly for life, Regan said. The actual amount of deferred compensation paid in 1955 was $107,186. Regan and bis wife, Ann, said they keep $5,000 to $15,000 in their R- int checking account, He listed be-reen $100,000 to $30,039 in tax-ex-empt money funds. A trust held by Ann Regan was valued at over and produced income last year of between $15,000 to $50,000.

Ann Regan also listed between $200,000 to $500,000 in a money-market mutual fund and a fund she inherited from her mother. Herrington disclosed he was partner or director in four real estate concerns. Most of his assets were in California real estate, including private homes and commercial buildings, His liabilities were promissory notes secured by property, Interior Secretary Donald P. Hodel filed a report listing assets with his wife of between $67,009 and In addition, his report said he expected to receive a portion of the trust established for the benefit of his mother, who died in Decern ber. The size of the trust was not revealed.

The financial reports are re quired to be filed and made public annually by top government officials. Several of the Cabinet officers have filed their reports for 1985, but others, including Secretary of State George Shultz, have been granted extensions beyond the end-of-May deadline. Weinberger disclosed having as sets of at least 11.5 million and possibly much more. The report does not require officials to report specific amounts of holdings but to list them in broad ranges, such as between $50,001 and $100,000, or more than $250,000. Weinberger reported having more than $250,000 in each of four money-market and tax-exempt funds and additional holdings in 18 individual city and state bonds.
