Olympics WASHINGTON The U.S. Court of Appeals upheld a lower court and ruled the U.S. Olympic Committee acted legally when it voted to boycott the Moscow Games. His share of the lead in the Memorial Golf Tournament stands in the way.

"This week, I may not touch it (oil). I'm too pumped up," said Walzel after he and Bruce Lietzke equaled the Muirfield Village course record Thursday with 5-under-par 67s in the opening round. Walzel virtually quit the game last year. After an operation to remove a benign tumor from his rib cage, the 30-year-old Texan went to work for a small Houston refinery. "I was down on golf.

I was frustrated. But I started practicing well at Christmas time. So I decided to go back to golf," said Walzel, who one-putted 10 times on Muirfield's treacherous greens. Walzel's bid to win his first regular tour title in seven years could be difficult. Lietzke has been a leader in his last five rounds and admits his adrenalin is in high gear.

"I had confidence coming in here," said last week's winner at Fort Worth, Texas. "It was a very casual round today. I didn't put too much pressure on myself." The monster Jack Nicklaus created may have played as easy as it ever will. Ideal weather led tt 27 sub-par rounds, eight of them under 70. Former Masters and PGA National champion Ray Floyd was one shot behind at 68.

Tom Weiskopf, Don Pooley, Tom Purtzer, Peter Jacobsen, and Mike Reid matched 69s. The ominous figure of Nicklaus, mired in the deepest slump of his career, loomed at 71. The tournament's host said, "I've made some changes in my putting and my short putts were better today." Tom Watson, seeking his fourth title in his last five starts, struggled to his highest round in his last seven tournaments. This year's leading money winner had 74. Walzel labeled his 28-putt round his best in a year and cracked, "Now I know how Watson must feel each week.

I played with him a couple of times this year. He showed me the attitude it takes." Walzel, the winner of $166,000 in his checkered career, sank a downhill 40-foot eagle putt at 15 to go with four birdies. Lietzke also eagled the 490-yard par-5 15th with an 18-foot putt. "I'd like to see how long I can keep' my mini-streak going. I'm sure Watson didn't believe he could go 12 rounds in the lead this year.

I'm hitting the driver and three-wood just about where I want to," said Lietzke. Still, the 28-year-old Lietzke said his current confidence does not approach 1977, when he went 26 straight rounds with par or lower. "I'm not hitting the ball as well. I never thought about shooting over par then. I have to think pretty hard now," said Lietzke, chasing a possible two-week payday of $108,000.

First prize in this $360,000 tournament is $54,000. Portions of the final rounds Saturday and Sunday will be carried by CBS. Developed by Ralph McQuiggan, head football coach at St. Teresa, under the direction of the Recreation Department to meet Illinois High School Association sanctioning, the league begins June 21. Other schools participating include Arthur, At wood-H ammond, Mahomet, Mount Zion and Warrensburg-Latham. The league is designed to sharpen skills of high school players in passing, receiving and pass defense. The offense consists of three receivers, two halfbacks, a quarterback and a center to snap the The offense must throw on every down.

The defense consists of four secondary players and two linebackers. No pass rush is allowed. The quarterback has five seconds in which to throw. Played under rules similar to two-hand touch football, games will consist of 20-minute halves. No blocking is allowed and officiating is on an informal basis.

Loser Carter. Taylorville man wins bass fishing tourney Mel Howard of Taylorville won the Bass Caster's Association Hi-Low bass tournament last weekend held at Watts Bar Lake in Tennessee. Howard caught 15-pounds, 8-ounces of large-mouth bass to edge out Jim Nolan of Bull Shoals, who had an even 15 pounds. Howard caught most of his bass on a white spinner in the Muddy Creek area of the lake. The big bass prize went to Bruce Col-linsworth of Dayton, Ohio, with a fish that weighed six pounds, three ounces.
