The Knoxville News-Sentinel Tuesday October 13 1987 AS east tennessee news Commissioner wants schools to set own tax by ROGER HARRIS News-Sentinel stud writer County Law Director Dale Workman said state law requires the commission to set a tax rate to fund the school system adequately Workman said his office will research state law to determine if proposal is constitutional Workman said there probably is no constitutional problem However any change in the law would have to be applied statewide Cawood plans to discuss the issue today at the education committee meeting at 4 pm at the City County Building There enough time to prepare proposal for next County Commission meeting Cawood plans to have it ready for the November commission meeting If the commission approves Cawood wants to take the resolution to the Tennessee Counties Services Association a Nashville-based lobbying group "Since this would have to be statewide the TCSA could help us get this through the Knox County Commissioner Mark Cawood says he wants the Knox County School Board to set the tax rate for education The County Commission now sets one tax rate to fund all county services including education Under proposal the school board would set the tax rate for education and the commission would set a separate tax rate for all other county services On Monday Cawood won approval from the intergovernmental committee to have the law department prepare a resolution recommending changing the state law on the funding of local school systems school board always says the County Commission never gives them
