Gillette described the rate increase request as "a matter of catching up on our expenses," although he acknowledged the estimated additional revenue would be surpassed by the expected rises in fuel costs. Crown conducted a traffic study which showed the increase actually generating $52,000 a year in additional revenues, or about a 12.5 percent increase.

This is because "we may lose some passengers and package express because of it," Gillette said. He indicated Crown probably will file another rate increase request next year, even if the ICC grants the entire 20 percent this year. The amount requested next year probably will be less, he added. The company has two strong competitors in its quest for more business, Gillette said. "The individual still stays in his auto to travel," he said.

"I thought they would have gone more to public transportation with the energy crisis." The other main competitor is United Parcel Service for packages, although other trucking firms and airlines handle freight in Illinois. IHHHl'I'Uif 4 1 Illicit bus driver pleads innocent SAN FRANCISCO (AP) A man who admits taking Municipal Railway buses 100 times during the last four months, driving them on regular routes, then returning the buses and the fares, has pleaded innocent to joyriding charges.

Ambrose B. Smith was referred to the Department of Social Services that could put him in a diversion program to resolve the case without a trial. The 23-year-old man said he has dreamed about being a bus driver since he was 4 years old. The bus system has been sympathetic, and even offered him a non-driving job until he can qualify as an authorized driver. If the Department of Social Services approves, the judge said, a diversion program might consist remedial reading classes that would help Smith qualify for a driver's job.

f. v. -JSii 4 By DICK ZAKER Herald and Review Staff Writer SPRINGFIELD Crown Transit Lines Inc. this week will seek rate increases of 20 percent for passenger fares and freight handling. An official of the bus company, which serves Decatur, Springfield, Champaign, Charleston and other cities, said the firm faces serious financial problems if the increase is refused.

"This is not a matter of trying to make more profit," said corporation secretary William Gillette. "It's a matter of keeping our head above water." The, Springfield-based company has lost money three of the last four years and posted a $40,000 loss in this year's first quarter, he said. Crown plans to file its request early in the week with the Illinois Commerce Commission. The firm wants the new rates to take effect July 1, but Gillette said the hearing procedure could take six months to a year. He indicated that many other bus companies in Illinois have sought similar rate increases.

Gillette said he does not know whether there will be any opposition to the request. Crown carries passengers and goods to 25 central Illinois cities, on routes such as Springfield to Decatur to Champaign, Springfield to Terre Haute, by way of Decatur, Charleston and Paris, and Springfield to Peoria. The carrier connects with other bus lines that go to Chicago, St. Louis, Indianapolis and other major cities. The firm carried 90,817 passengers last year, up 3,500 from 1978.

Crown posted a 2 percent profit, primarily because of a 15 percent rate increase the ICC granted in November of 1978. The last previous increase was in February of 1976. However, fuel prices doubled for the company in 1979, Gillette said. Labor, tires, oil and other expenses also showed sizable increases. "There isn't any way we can sustain these costs of operation," he said.

"This has impaired our ability to replace equipment and without the increase we would have to hold down maintenance." A cost-cutting program in the past four years has suspended one run between Springfield, Decatur and Champaign and another between Decatur and Terre Haute.
