However members of the group have criticized First Tennessee for not seriously negotiating The community group faults the bank for failing to increase credit in poor inner-city neighborhoods They say their discussions with First Tennessee officials ended when the bank officials failed to respond to the latest proposals three months ago In its document to the Federal Reserve Board the steering committee states: Between 1983 and 1986 First Tennessee made more than $19 million in home-improvement and other loans in Knox County Close to 70 percent of the loans went to upper-income tracts representing 34 percent of the population Only 61 percent of the loans went to low-in-come areas representing 253 percent of the population First Tennessee has assumed that low-income tracts offer few opportunities for loans However a real estate guide for 1986 shows that $8 million worth of property was sold and another $15 million worth went unsold in low -income tracts The citizens group contends the potential market could be as high as $23 million in those tracts but the amount First Tennessee loaned annually in those areas averaged only $297500 Only seven of First 340 loans were made in minority areas Minority tracts account for more than 5 percent of the population Grossman noted that half of First branches are located in low-income areas For more than eight months a handful of Knoxville community leaders have maintained that First Tennessee Bank has the worst inner-city lending record among banks operating in Knoxville The bank agreed to reverse that record they say Meanwhile in less than three months Third National Bank officials have outlined a $20 million loan package to help low -income neighborhoods Their plan was scheduled to go before the board today for followed format lawyer says A Knoxville Bar Association poll recently released asking members to vote for the candidate for a Criminal Court judgeship followed the format established when the poll was begun in 1982 according to a local lawyer John Buckingham chairman of the judicial committee of the Knoxville Bar Association said he wanted to clarify a misunderstanding concerning the poll recently expressed by lawyer Harvey Goodman Goodman is the deputy campaign treasurer for Randy Reagan the Republican candidate for the Criminal Court judgeship The Bar Association polled 783 members with a one-question poll on their preference between Reagan and Democrat Randy Nichols who was appointed to the Criminal Court judgeship after John Duncan Jr resigned in June to run for Congress The results gave Nichols 271 votes of the 359 forms returned Reagan was endorsed by 83 members and five specified no preference Goodman said he thought the members should have graded each according to three categories: very well qualified qualified or not qualified He said he had never seen bar association polling conducted to endorse one of the two candidates totally in line with what been doing since
