The legislatures of Illinois, Indiana, Michigan, Minnesota, Wisconsin, Pennsylvania and New York have ratified the compact, which still needs congressional approval. McNamara said the compact is intended to bring about orderly use, development and conservation of the water resources of the Great Lakes basin. McNamara and 12 other lake state senators reintroduced the authorizing measure in the Senate.
