London Daily Mall. Our. Malta correspondent writing under date May 18, says Great rou-aternation and Intense excitement prevail in the island since the news was spread that Henry Vella, the civilian secretary to the admiral superintendent at Malta dockyard, had absconded, taking passage ly some vessel for Greece. That official had occupied that responsible position for over ten yean, and was highly respected, sml enjoy, full trust and confidence. For several years he commanded the Malta militia.

It appean that aerious cmbesxle-ments and frauds, involving a.i amount of over 30,000, have been discovered, extending from 1893, since which year Admiral Tracey, Admiral Durkworth-King, and Admiral R. 1L Lloyd (the present occupant of the post of ad-jrilral superintendent) have been in otter. The embeislementa nnd frauds consist in the retention of moneys due to contractors, and In the obtaining of loans from local firms In tha names of those admirals. Both contractors and firms hold letters signed by the secretary, and countersigned by those admirals, acknowledging the debts, or asking for time for payment. The creditors waited for their money, na they raceivnd Interest on the amounts due to them.

The admirals' signatures were evidently obtained in some fraudulent manner. It Is known that they cannot possibly rend all the papers placed before them for signature by the secretary. The access which the accused had to plana and drawings relating to the defences of Malta could have easily been made available for the purpose of obtaining bribes from foreign powers. I have known him personally for ten years, anil can scarcely believe him capable of being a traitor to the country to whirh he owed everything; nevertheless, at the royal dockyard the fact 1 not concealed that Vella uae.l in the admiral'! name to for nnd obtain hooks and plans of a most prt- vnte and confidential rharaettr. he usually returned after a fortnight's time.

It was announced yesterday that Mr. Vella had ben captured on board a i British steamer off Syr, which was hunrdrd for the purpose by an oYii or from H.M.8. Hussar, stationed in those waters. Much dissatisfaction la expressed over the voting by the town of the bonus to the Midland Railway company in order to induce them to build their proposed railroad from Wlndeor to Truro via Clifton. The mayor and council, at the time, did not recommend the action, yot the ratepayers voted the sum. The former think the step a most unwise and extravagant one and some of the councillor are considering a petition to have the meeting set aside and the vote made null and void. The result of the vote la not received with any better grace at tha atedrlocke alley, and the residents of that place have retained 8. D.

The vote not having been recommended by the town council will probably alao be a lever used In this connection. On the other hand, those t'ho supported the voting of the bonus have legal men looking up all possible evidence In its support, and are as determined to see the road build the route they think most advantageous to the town of Truro and Colchester county, as the opponents of the Clifton route are to have the road built via Brookfield.
