TEL AVIV, Israel (AP) Dov Haber, an 82-year-old Holocaust survivor, greeted with joy the news of Swiss banks' $1.25 billion settlement with Jewish survivors or their heirs. Haber's uncle had opened an account before World War II, but was killed by the Nazis along with the rest of Dov's family.

"Every (Swiss) franc that we can get back in his name is very good," Dov Haber said. "This is my uncle's money, not theirs, and they have to give it back," he said. Israeli leaders also hailed the deal with Swiss banks and vowed 'This is money, and they it Dov Holocaust my uncle's not theirs, have to give Haber, survivor flood of information on seized property, looted gold and unpaid insurance policies. Pressure, including the threat of U.S. sanctions, led the banks to release the names of thousands of World War II-era account holders.

Offices were set up around the world to handle claims. The name of Haber's uncle, Hermann Roth of Vienna, appeared on a list. With the settlement, Haber hopes to hear from someone from the claims office. The settlement agreement, reached Wednesday in New York, calls for the money to be paid out over four years by the two largest Swiss commercial banks UBS AG and the Credit Suisse against whom most of the claims have been filed. Waiting a little longer didn't seem to bother Haber.

"It's been so many years, and I understand that it will take more for them to give out the money," he said. With only a judge's approval still needed, Jewish groups can turn their attention to other areas. Lawsuits are pending in the United States against 16 European insurance companies and two German banks. DECATUR MONUMENT WORKS 1555 E. Pershing Rd.

"This is the beginning," said Bobby Brown, Israeli Prime Minister Benjamin Netanyahu's adviser on world Jewish affairs.

"What has happened now with the Swiss puts on notice every country and company that looted Jewish assets. The time has come to look back and have the courage to admit wrong and to try to find justice where none existed before." The banks said they expected "other Swiss companies and institutions will contribute to the financing of this sum." The settlement would cover all claims against them, plus all other Swiss banks, the Swiss government and Swiss industry. In Geneva, the Swiss National Bank, responsible for maintaining the strength of Switzerland's currency, welcomed the settlement as "positive," but did not say whether it would contribute to the payout. Several private companies, including Sulzer, said they would contribute, however, and Swiss pharmaceutical giants Roche and Novartis said they welcomed a dialogue with the banks over the settlement. It was a small article in the Israeli financial daily Globes in 1995 that first caught the attention of the Israeli government and Jewish leaders.

The paper said banks were hiding an unknown amount of funds deposited by Jews killed in the Holocaust. The late Israeli prime minister Yitzhak Rabin ordered an investigation into the report, leading to a MATTOON Zella Mae Hamilton, 91, Mattoon, former employee Montgomery Ward Catalog died Wednesday (Aug. 12, 1998).
