Tax Increase Spring Cut The growth of the University of Tennessee as a statewide institution has been recognized by a complete reorganization of its administration The Board of Trustees approved the change yesterday Under the change each campus including Knoxville WASHINGTON June 21 (UPI) Chief Justice Earl Warren who has presided during one of the most liberal and controversial periods in Supreme Court history is reported to have resigned United Press International learned from responsible sources that the 77-year-old architect of school desegregation and other decisions in the civil liberties field sent a letter of resignation to President Johnson at about the time the court completed its 1967-68 term on Monday The White House had no immediate comment Did Not Comment When the report was first brought to attention two days ago a reporter who queried office about it wag told that the chief justice did not comment on such mat-ten It was not learned whether Warren specified a date on which he wanted to step down from the nation's highest judicial post to which President Dwight Eisenhower appointed him Oct 1 1953 The White House sometimes delays announcement of resignations first serious clashes with police Wielding clubs and firing tear gas police last night arrested 77 demonstrators during tense and angry confrontations Several top Southern Christian Leadership Senate passed and sent to President Johnson today the long-debated bill adding a 10 per cent surcharge to individual and corporation income taxes and ordering a $6 billion Federal spending cut The roll-call vote was 64 to 16 The Senate vote completed congressional action on the first Federal income tax increase since 1951 at the time of the Korean War Johnson is expected to sign the bill into law promptly Aimed at Aiding Dollar The spending cuts ordered by Congress for the first time in more than a century were a bitter pill for Johnson to swallow But he stated earlier that he would accept them if this was the price he had to pay for a tax hike The Senate approved the big package aimed at cooling the overheated economy and protecting the dollar from foreign attack encouraged by mounting US budget deficits The House approved the pro posal in form of an agreement hammerc mmered out by a House-Senate conference committee by a 268-to-150 roll-call vote yesterday after both Republican and the Tennessee Highway Department said He said the two-mile section for westbound traffic from Asheville Highway to Rutledge Pike is not complete but that final paving was done yesterday He said traffic is being allowed on the highway to relieve traffic congestion on Rutledge Pike and nearby streets Mr McAmis said there are still some guardrails and signs to be erected in addition to other minor jobs before the portion will be complete The eastbound roadway of this stretch of 1-40 has been open for some months With westbound opening the Interstate is complete for use from near the reported that Johnson was considering as a successor Arthur Goldberg then ambassador to the United Nations and a former Supreme Court justice Later Resigned Goldberg subsequently re signed the UN post in a rather chilly exchange with the President which might preclude any consideration of him to head the court at this time Foremost among those mentioned as likely to succeed Warren as Chief Justice if Johnson makes the choice is Justice Abe Fortas a longtime and very close confidant of the President who appointed him to the court During 15-vear tenure as the nation's 14th chief justice he often
