By GARY MINICH Staff Writer 1988 to "try to make amends" to "the hundreds of thousands of people I hurt directly and perhaps millions hurt indirectly" during his years as a union buster. Since 1988, he has worked with labor groups to develop counter-tactics against anti-labor activities. Levitt, who says in his book "Confessions of a Union Buster" that he planned and executed more than 250 campaigns against organized labor over 19 years, said union-busting is now a $2 billion-a-year industry employing nearly 7,000 people. On the air with United Paperworkers Local 7837 President David Watts and other members of the Staley union, Levitt vouched for many claims the union has been making in its fight with Staley.

For example, Levitt agreed with the union's labeling Seyfarth, Shaw Fairweather Geraldson the Chicago law firm Staley used in negotiations as antiunion. Left unsaid by the union is that Staley has used the firm in labor matters for more than 30 years, predating Tate Lyle PLC's purchase of Staley in 1988. Levitt advised the union to go directly to U.S. Labor Secretary Robert Reich for help. Noting Reich's interest in cooperative labor-management relations, Levitt said, "You might be surprised at how much interest in Decatur, 111., there is at that level." Levitt described union-busting campaigns as management's "obsession" with "total control" and said union busters use fear to divide the community.

"If a company is intent on moving, it is least ex-pensive to do it when a contract expires," he said He said some stockholders might be shocked at the-costs of anti-labor campaigns and the damage to the' company's image in the community. Levitt also said he would like to come to Decatur to meet with union leaders. The Staley conflict dominated the hourlong pro- gram moderated by WSOY Program Director Lynn McClure. The union's contract expired Oct. 1, 1992 -and workers were locked out of the plant in June.

Staley denies trying to break the union, saying it seeks changes only to make the Decatur plant more-competitive. Staley spokesman J. Patrick Mohan was out of -town Wednesday and unavailable for comment. a DECATUR Former union buster Martin J. The National Weather Service also will have Doppler radar at the weather station it is building in Lincoln. The new station is to be operating by 1996. WAND's new radar will cover a 100-mile range, and pinpoint the location and severity of a storm in as close as a 10-mile range from the station. It can determine how high the tops of clouds are (which determine the violence of storms), calculate the amount of precipitation in a cloud cell and detect wind shears that produce storms and tornadoes.

It also will eliminate "ground clutter" seen in other weather radars, he said. "Your weather will never be the same," said Murray. Murray said no other stations in Central Illinois nor Peoria have Doppler radar, and one station each in Chicago and St. Louis have the equipment. The Doppler radar was purchased for all the stations owned by WAND's parent company, Lin Broadcasting.

Besides being in the newscasts, the radar will be part of a WAND local weather channel that will come in 1994 on cable systems including Decatur, Taylorville, Pana and Shelbyville.
