Director Norman A. Carlson said Thursday he ordered the additional furloughs at the request of President Ford's Clemency Board, which needs more time to complete its recommendations. NO MORE MONEY New York (AP) Martha Mitchell has lost a bid for increased temporary alimony and will continue to receive $1,000 a week from former U.S.

Atty. Gen. John N. Mitchell. The project had been set foi a September bid opening but was set back to November.

The project is to start about 1.000 feet west of the Eldorado and William streets junction and will extend about a mile east of Lake Decatur. Plans call for a concrete four-lane divided highway. The new highway, when constructed, will cross Lake Decatur on a bridge previously built but never used to carry traffic. The city is to participate in the project by paying 50 per cent of the cost of erecting stop lights at Brush College and East William Street roads. Also, the city will furnish electrical power for lights on the bridge and will install a sanitary sewer in connection with the project which lies within the city limits.

Included in the work will be the improvement of Country' Club Road from William Street to Melwood Avenue. The improved portion of that section will be raised seven feet. The cost of the section will be shared by the city and the county. Preliminary work on the project was started last summer when state crews razed houses and filled in wells on the land acquired for right of way. City Labor Leaders Seek Lake Talks Decatur labor leaders are hoping to arrange a second meeting with representatives of the Army Corps of Engineers to discuss the proposed Lake Springer project. Charles W. Gallagher, general chairman of the United Transportation Union-engine-men, said today he will work through the City of Decatur for such a meeting.

A similar tact was taken earlier this year by Gallagher, resulting in a meeting May 29 among labor, city and corps officials. Gallagher's interest in a second meeting is a result of eroding support for the Springer project by the University of Illinois Board of Trustees, he said. The trustees, meeting Wednesday in Chicago, approved wording of a resolution that would withdraw their support for the project. The trustees are seeking a binding agreement from the corps that would guarantee the protection of Allerton Park. "If an agreement with the corps is all it takes to please them, I think we should call another meeting with the corps and with the trustees in attendance," Gallagher said.

Gallagher said he believes the trustees are being influenced by anti-Springer "propaganda" for which there is no basis in fact. Besides the Board of Trustees, Gallagher said he would like to have City Manager Leslie T. Allen, Decatur Mayor James H. Rupp and John Guillou, Decatur Lake Springer consultant, at any meeting with corps officials. Other1 labor leaders Gallagher said they represent 30,000 persons in Macon County also could attend.
