Ser-vices have begun investigating a discrimination complaint against Health First a federally funded Health Maintenance Organisation (HMO) The complaint filed on behalf of the county's four black commissioners "orertracial discrimination because of its failure to actively recruit black physicians for its medical staff and as consultants" Asst County Atty Bill Collins said yesterday the complaint was entered with the Atlanta office on April 29 at the request of County Commissioner Vasco Smith "Health First has failed to hire a significant number of black physicians" Collins said
