The Major prefaced his duties as chairman with a neat speech of thanks and of congratulation that there were so many citizens present, for it indicated an interest in a very important matter for this people. We may say here that it was unfortunate that several speakers who had been requested to speak upon certain branches of the question failed to appear and therefore we were short in and it is possible that several subjects were neglected, so to speak. As Tim 1 ELEGRAPii has heretofore stated, it is a luestion very generally with legal bear ings and therefore a lawyer is very much better fitted to discuss it than anv one else.

The first speaker called was City At. torney E. E. Wingert, who had given the city charter question some thought, his speech therefore, had in it much that was new and interesting. He opened the dis mission with an explanatory statement as to the condition of the special charter of Dixon, which was granted in and has not been amended since 1809, He showed how the constitution of 1870 made it impossible to change our charter, Jxeept by legislation of a general charter, and how in practice the city council for years past, in order to perform the necessary municipal.functions and toaccommo date the rapidly increasing demands of the times, lias been obliged to appropriate very many of the features of the gen- ss.
