sought a ban on independent street vendors, but later offered to allow some provided they have Civic Center's permission. That amendment went into a bill that won firt-round approval Friday, in spite of protests by some aldermen and vendors that Civic Center was not going far enough. Herb Krum, a vendor, said the bill almost would make vendors stadium employees. Krum said it would eliminate their independence. The change would empower Civic Center to select street vendors, control their locations and allow the stadium to dictate dress codes and other requirements.

In another action Friday, the aldermen turned back an effort to improve the standing of a cabletelevision company that suffered a setback in a recent key committee vote. A committee has recommended that the alderman give the city's long-awaited cable-TV franchise to St. Louis City Communications Inc. On Friday, the aldermen rejected a move by supporters of a rival company, STL Cablevision Partners, to force the committee to also send STL's bid to the board. "We've taken a beating in the press, we've taken a beating from our constituents," Alderman Virus Jones said in opposing STL's move.
